Board of County Commissioners Meeting Minutes-Final September 20,2016 <br /> closed the public hearing. <br /> A motion was made by Commissioner Davis, seconded by Chairman Solari,to adopt <br /> Ordinance 2016-012, amending the Zoning Ordinance and the accompanying Zoning <br /> Map for approximately±3.59 acres located at the northeast corner of 66th Avenue <br /> and 33rd Street,from A-1,Agricultural District(up to 1 unit/5 acres),to RS-3, <br /> Single-Family Residential District(up to 3 units/acre); and providing codification, <br /> severability,and effective date. The motion carried by the following vote: <br /> Aye: 5- Chairman Solari,Vice Chairman Flescher, Commissioner Davis, Commissioner <br /> O'Bryan, and Commissioner Zorc <br /> 7. 16-775 Epic Missions Inc.'s Request to Modify a Special Exception Use Approval <br /> Condition,to Reduce Perimeter Property Setbacks for the Camp/Retreat Facility at <br /> 6025 12th Street(Quasi-Judicial) <br /> Attachments: Staff Report <br /> Application <br /> Location Map <br /> Aerial <br /> Excerpt from the November 5. 2002 BCC Minutes <br /> Conceptual Site Plan <br /> Proof of Publication of Advertisement for this hearing is on file in the Office of the <br /> Clerk to the Board. <br /> Each Commissioner, as requested by the Chairman, disclosed ex parte <br /> communications, site visits, or independent investigations. They also affirmed that <br /> they had an open mind and could base their decisions on the evidence presented and <br /> applicable law. <br /> The Deputy Clerk administered the Oath to all persons who wished to speak at the <br /> hearing. <br /> Using a PowerPoint Presentation, Director Boling provided background and <br /> analysis regarding the Epic Missions, Inc. (Epic) site, and their request to modify <br /> the previous special exception perimeter setback. The property is zoned A-1 <br /> (Agricultural 1) and located west of 58th Avenue, on the south side of 12th Street. <br /> The Board offered comments as they sought and received further details from staff. <br /> Paul Munsie,Epic Missions, Inc. provided background, described Epic's mission, <br /> and reviewed the camp/retreat facility proposal. <br /> The Chairman opened the Public Hearing; there being no speakers, he closed the <br /> Public Hearing. <br /> Indian River County Florida Page 12 <br />
