Commissioner Scurlock assumed that all these changes have been <br />mandated by the State and were not included in the regular contract <br />and now are up for approval through a change order. He asked why <br />we didn't know this road had to be paved before it came through the <br />County's site plan application process. <br />Utilities Director Terry Pinto explained that this entire <br />project had to go through the Environmental Protection Agency <br />before it was submitted to the County for site plan approval. <br />Commissioner Scurlock pointed out that Items #3 and #4 are <br />things that should be determined very early on. He stressed that <br />this is exactly what is happening in our county when people <br />endeavor to build something or expand their existing buildings. <br />Director Pinto reiterated that this is the process that must <br />be followed. Federally funded projects are very difficult and <br />sometimes there is no alternative in handling the change order <br />process.
