(b) The confidential information must be assembled together and must be easily separable <br />from the remainder of the Proposal. <br />(c) The Proponent must state in writing the necessity and reasons for keeping such material <br />or information confidential and the particular statutory section justifying the confidential <br />treatment. <br />B-8 PRESUBMITTAL MEETING <br />A presubmittal meeting will be held on Tuesday, April 29, 1997, at the Indian River County <br />Administration Building, 1840 25th Street, Vero Beach, Florida 32960. It is strongly <br />recommended that each Proponent attend this meeting. The meeting will start at 1:30 p.m. The <br />County will answer questions from Proponents, and provide clarification to the proposal process <br />and the Contract Documents. The County will issue written addenda as necessary, and distribute <br />addenda to all Proponents who attend the Presubmittal Meeting. <br />B-9. <br />The Proponent shall prepare a detailed operations plan which will provide the following <br />information: <br />• Transition plan for initiating Class I operations. (Employees, equipment, facility <br />modifications, phase-in schedule). <br />• Description of operational methods, including borrow source, dumping of wastes, <br />daily and intermediate cover methods, litter control, protection of water resources, <br />and maintenance of leachate collection systems, gas vent system and other <br />pertinent items. <br />• Completed forms for staffing plan, equipment list, and equipment replacement. <br />(See following pages) <br />• Shared Facilities Protocol - Description of how the Contractor will utilize existing <br />facilities including the administration building, the maintenance building, <br />refueling facilities, washdown facilities, etc. <br />• Detailed description of landfill maintenance tasks and facility maintenance <br />schedule. The facility maintenance schedule refers to those portions of the <br />facilities occupied or used by the Operations Contractor. <br />• Information addressing all the items required to comply with the operations plan <br />approved by FDEP as part of their current operating permit. <br />There is no mandatory format for the operations and maintenance plan. The plan shall be as <br />concise as possible regarding specific methods and tasks.
