Brooks, <br />Manager <br />Indian River County - SW <br />Indian River County Landfill - <br />Infill Segmenta I & II, Class I <br />Modification of Permit No. 8031-245825 <br />permit Application Nos. 8031-282829 & 8031-282834 <br />Dear Mr. Brooks: <br />project Backarounds <br />The Indian River County Landfill intends to expand the extent and height of <br />the existing Class I disposal area. Presently, the landfill consists of two <br />cells, designated as Segment I and II. Segment 1 is closed and Segment II is <br />currently active. There is no lining system present beneath the inactive <br />Segment I, whereas a single geomembrane liner was installed beneath the <br />currently active Segment II and a clay cap was installed on Segment I at <br />closure. <br />Indian River County plans to construct and operate an Infill Segment in the <br />space between the unlined Segment I and the lined Segment II. The lateral <br />expansion which covers an area of approximately 5 acres will be constructed <br />between Segments I and II. The vertical expansion will be constructed above the <br />sideslopes of Segments I and II with a final peak elevation of 145 feet NGVD. <br />Lining systems are required in the lateral expansion area and on the sidaslope <br />of Segment I because there is no lining system constructed beneath Segment I. <br />$oecific Conditions: <br />1) Information: The information submitted January 12, April 23 and Juno <br />10, 1996 to construct and operate the Infill Segments I and II of the Class i <br />solid waste landfill, on file at the Central District office, is made a part of <br />this permit. <br />2) pio Disruption of Current Operations: Under no conditions shall the <br />construction work of this project disrupt the current landfill operation, <br />especially the Class I disposal operation.
