Tia }, 1� ti_j li.�k �_. �t•t <br />Indian River County Landfill <br />Modification of Permit No. 8031-245825 <br />3) Bubgrade Preparations Prior to infill liner installation, the subgrade <br />shall be prepared to provide a firm unyielding foundation and if necessary, the <br />bass shall be brought up to grade by placement and compaction of fill material. <br />The fill material and subgrade shall not contain rocks, roots, debris, shells or <br />other materials which could penetrate the liner material. <br />4) Bottom Liners The bottom liner system for the lateral expansion area <br />shall be a single composite liner consisting of 24 inches of 1 X 10-7 cm./sec. <br />clay overlain by a 60 -mil textured High Density Polyethylene (HDPE) geomembrane. <br />The Leachate Collection and Removal System (LCRS) shall consist of 24 inches of <br />1 X 10-3 cm./sec. drainage sand and leachate collection piping placed on the <br />liner in accordance with the design drawings. <br />5) Bideslooe Liners The sideslope liner to be installed on the eastern <br />aideslope of existing Segment I shall be double -side textured 60 -mil, HDPE with <br />a maximum permeability of 1.0 X 10-7 cm./sec. <br />6) $elect Waste Over Liner System: Select waste containing neither <br />non-compressible items nor sharp objects shall be used for the initial 4 to 10 <br />foot thick layer of waste over the liner system. <br />7) 'Final Covers The layering from the top to the geomembrane shall be <br />Bahia grass sod, 6 inches of topsoil, 18 inches of common fill, a geotextile, a <br />geonet, and the geomembrane. The geomembrane will be 40 -mil Linear Low Density <br />Polyethylene Oeomembrane (LLDPE) with a minimum permeability of 1 X 10-7 <br />cm./sec. <br />8) Construction ouality Aeeurpnce (COAL plan: The Construction <br />Assurance (CQA) Plan submitted with theQuality <br />installing and testing the liner system and related application shall <br />11 be followed for <br />ents. The CQA <br />engineer or his designee shall be on-site at all times during construction <br />of <br />the liner systems to monitor the construction activities including both the <br />subbase and the placement of the soil drainage layer over the liner to ensure <br />the underlying geosynthetics are not damaged during construction. <br />9) Liner installation - Summary Report: A registered engineer qualified <br />to practice in Florida shall supervise and evaluate the liner installation <br />quality assurance/quality control program to ensure that the liner meets design <br />specifications. Upon completion, the engineer shall submit a summary report to <br />the Department as to the complete conformity to the plans and specifications as <br />approved. This summary report shall include a documented control program of the <br />liner installation, liner inspections and the quality assurance/quality control <br />testing procedures and laboratory analyses. This report shall be included with <br />the certification required in Specific Condition 18. <br />10) viper Installatipn - Department Notification: Installation of the <br />liner shall be performed by an experienced installer who has installed similar <br />type materials. The permittee shall notify the Department at least 10 days <br />prior to any liner installation work. <br />11) Seament X Eastern Sideelone Cradinos The eastern sideslops of Segment <br />I shall be graded to raconteur the existing terraces to an outward slope not <br />steeper than 6H:1V. <br />1 <br />1 <br />1 <br />j <br />D <br />
