INSTRUCTIONS TO EXECUTE THE <br />FEDERALLY FUNDED PUBLIC ASSISTANCE FUNDING AGREEMENT <br />BY THE SUBGRANTEE/SUBRECIPIENT <br />FEMA's Public Assistance program is a Federal grant to aid State and Local governments in <br />returning a disaster area to pre -disaster conditions. A minimum of 75% of eligible cost is provided <br />to primarily address the repair and restoration of public facilities and infrastructure which have been <br />damaged or destroyed, or the restoration of services which were negatively impacted. Eligible <br />Applicants are State, tribal, or local governments, and the owners or operators of certain private <br />nonprofit facilities. In order to be eligible for federal funds, you were required to submit a Request <br />for Public Assistance (RPA). That request has been approved. <br />FEMA and the State share the responsibility for making Public Assistance funds available to the <br />Subgrantee/Subrecipient. Funds that FEMA obligates to the State via electronic transfer, reside in <br />the Federal account (SMARTLINK) until the State is ready to award grants to the appropriate <br />Subgrantees/Subrecipients. <br />EXECUTION OF THE AGREEMENT <br />SIGNATURE AUTHORITY <br />1. Because your request for Public Assistance (RPA) was approved, it is now necessary for <br />you, as the Subgrantee/Subrecipient, to enter into the attached Agreement with the Florida <br />Division of Emergency Management (the Grantee/Recipient). The following specific <br />officers/officials, or their authorized designees, are required to sign this Agreement on behalf <br />of the specified type of Subgrantee/Subrecipient. (NOTE: If this Agreement is signed by a <br />designee, a duly authenticated delegation of authority evidencing the signer's authority to <br />execute the Agreement for and on behalf of the Subgrantee/Subrecipient must be attached <br />to the Agreement for review by the Division.) <br />a. Corporation: the chair of the board of directors or president; <br />b. City: the mayor or city manager; <br />c. County: the chair of the board of county commissioners or the county manager; <br />d. School Board: the superintendent; <br />e. Fire District: the district chief; <br />f. Special Districts: the executive director; <br />g. Institution of Higher Education: the president of the institution; <br />h. Charter School: the chair of the board of directors; <br />i. County Sheriff's Office: the sheriff; <br />j. State Agencies: the Secretary or Director of the Agency; <br />k. All other Subgrantee/Subrecipients: the chief executive officer of the .entity. <br />2.
