C U.S. Highway #1: <br />The County's Thoroughfare Plan designates U.S. Highway #1 as <br />an Urban Principal Arterial with a minimum required right-of- <br />way width of 160'. Currently, a 120' wide right-of-way exists <br />for U.S. Highway #1. However, the Public Works Department has <br />elected not to purchase additional right-of-way for U.S. <br />Highway #1 at this time. Some portions of driveway, parking, <br />stormwater, and landscaping improvements are proposed to be <br />located in the 160' ultimate right-of-way area. However, it <br />should be noted that the currently existing packing house is <br />located within the bounds of the ultimate right-of-way area <br />while the proposed building additions will be located outside <br />the bounds of the ultimate right-of-way area. <br />14. Environmental Issues: Since the subject site is less than <br />five acres in size, the applicant is not required to comply <br />with the county's upland preservation regulations. No other <br />special county environmental regulations apply to this <br />project. <br />15. Concurrency Management: Long -Range Planning staff indicates <br />that an Initial Concurrency Certificate will be issued for the <br />project prior to the Board of County Commissioner's <br />consideration of this item. <br />16. Specific Land Use Criteria: Fruit and vegetable packing <br />houses in the CH, Heavy Commercial Zoning District <br />[971.26(1)(d)]: <br />a. The internal circulation system shall be designed in such <br />a manner that it will not require trucks to back into the <br />facility from any public right-of-way; <br />b. Retail sale of fruit and vegetables shall be allowed only <br />when accessory to a packing house only with a CG <br />district; <br />c. No off-street parking or loading area shall be located <br />within fifty (50) feet of a property line abutting a <br />residentially designated property; <br />d. Type "C" screening and buffering shall be required along <br />all boundaries abutting a zoning district other the IL, <br />IG, or CH. <br />The proposed packing house facility expansion will comply with <br />all of the, listed specific land use criteria. A Type "C" <br />Buffer, depicted on the project's landscaping plan, will be <br />Provided al-org-the south property line where the -site abuts a <br />CG, General Commercial zoned strip center. <br />17. Surrounding Land Uses and Zoning: <br />North: vacant/CH, Heavy Commercial; <br />Southwest: packing house/CH, Heavy Commercial <br />Southeast: strip center/CG, General Commercial <br />East: U.S. Highway #1; specialty contractors /CHI <br />Heavy Commercial <br />West: packing house/CH, Heavy Commercial; Old Dixie <br />Highway; FEC Railroad <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners grant <br />special exception use approval for the packing house expansion. <br />29 <br />AUG 1 , 1992 - <br />BOOK <br />
