The county will use this database to <br />program capital improvements to ensure that all services and <br />facilities have adequate capacity to accommodate projected growth <br />and development. <br />Policy 3.3: The county will, by 1993, do an analysis of the costs <br />and benefits of providing financial_ incentives for the attraction <br />of new or expansion of existing industries. Incentives to be <br />considered shall include but not be limited to: property tax <br />abatement; impact. fee subsidization; provision of low interest <br />u <br />acquisition/constrction loans; and direct payments. The analysis <br />shall identify the costs of the incentives and the funding source <br />of the incentives. The analysis shall also quantify the <br />anticipated benefits of the incentives, including increased jobs; <br />added tax revenue; increased fee revenue; and others. Based upon <br />this analysis, the Economic Development Council ;will make a <br />recommendation to the Board of County Commissioners. <br />Policy 3.4: The county's Professional Services Advisory Committee <br />shall review and evaluate the county's land development regulations <br />on a regular basis and eliminate any unnecessary regulations which <br />hinder economic development. <br />Policy 3.5: The county shall on an annual basis review the <br />availability of land in commercial/ industrial nodes to ensure that <br />sufficient commercial/industrial lands with appropriate <br />infrastructure are available for future economic growth. <br />Policy 3.6: The county, through its Comprehensive Plan and Land <br />Development Regulations, shall maintain and/or improve the quality <br />of life by providing protection of environmental, cultural and <br />aesthetics features of the county, as these are important factors <br />to businesses considering relocation. <br />43 <br />BOOK <br />=� � M92 <br />
