RFP REVIEW COMMITTEE'S KEY FACTORS THAT GUIDED <br />SELECTION OF THE PREFERRED VOTING SYSTEM VENDOR <br />Vendor's state certified Election Management System <br />requires all election management tasks to be performed <br />directly on the server. This configuration will not work for <br />Indian River County. The Elections Office servers are housed <br />in a climate controlled, secure room monitored by 24/7 video <br />surveillance, with key and security card access. The server <br />room is the size of a closet and does not have any windows to <br />allow for public viewing. There is no way the public could <br />observe the tabulation process in the server room. <br />Vendor's RFP noted that their proposed high speed central <br />count scanner and tabulator (CCST) used for mail ballot <br />tabulation, (the ImageCast Central DRS 976) provides a <br />maximum capacity of 100 ballots in the input hopper and a <br />rate of throughput for 11" ballots at 150 pages per minute. <br />The vendor has proposed 2 units which does not meet the <br />RFP's specs of a combined CCST full speed throughput of 600 <br />ballots per minute. <br />ELECTIONS SYSTEMS & SOFTWARE (ES&S) <br />Vendor's state certified Election Management System <br />includes four election management workstations. All <br />election management tasks are performed on the <br />workstations. Results housed on jump drives/flash drives <br />are inserted into a workstation and ultimately <br />transmitted electronically to the server located in the <br />server closet. All workstations will be housed in the <br />tabulation room in full view by the public. <br />Vendor's RFP noted that their proposed high speed <br />central count scanner and tabulator (CCST) used for mail <br />ballot tabulation,(DS850) provides an input hopper <br />maximum capacity of 480 standard ballots and capacity <br />to scan and sort 14" double -sided ballots at 300 per <br />minute. The vendor has proposed 2 units which satisfies <br />the RFP's specs of a combined CCST full speed <br />throughput of 600 ballots per minute. During the <br />product demonstration, our staff unanimously agreed <br />that the DS850 was far superior to the ImageCast Central <br />DRS 976. <br />Vendor's RFP requires ballot printers to be Dominion Vendor's RFP did not include any restrictions for selecti <br />qualified. Vendor did not include in the RFP what the of ballot printers as long as the ballot paper adheres to <br />qualifications are for a ballot printer to be Dominion qualified. the voting machine's published paper specifications. <br />IRCSOE wants the flexibility to purchase the ballots from the <br />vendor of their choice provided the ballot paper adheres to <br />the voting machines published paper specifications. Vendor <br />mentioned during their equipment demonstration that there <br />is a fee charged to ballot printers for ballot printer <br />qualification testing. <br />Vendor's state certification requires two separate devices to <br />transmit modem results from the polling site. A Verizon 295 <br />air card is proposed to transmit modem results from the <br />ImageCast Precinct Scanner's wireless external modem and a <br />CeIIGO is proposed to transmit modem results from the <br />ImageCast Evolution Scanner's wireless external modem. <br />Vendor's state certification includes an internal modem. <br />One Verizon 295 air card for each polling site provides <br />transmission of modem results. Having only one modem <br />device, eliminates any confusion for the election workers <br />as to which modem transmission device is necessary for <br />each type of voting equipment. <br />Page 1 <br />P174 <br />
