RFP REVIEW COMMITTEE'S KEY FACTORS THAT GUIDED <br />SELECTION OF THE PREFERRED VOTING SYSTEM VENDOR <br />I DOMINION VOTING I ELECTIONS SYSTEMS & SOFTWARE IES&Sl <br />Vendor's ImageCast Evolution (ICE) ADA voting unit allows <br />simultaneous standard and accessible voting which is an <br />advantage but can also be a disadvantage. When voters with <br />disabilities are voting on the ICE unit, standard voting is <br />unavailable. The vendor has provided an option for a dual <br />display monitor. The dual display monitor is housed in a <br />voting booth and is connected to the ICE unit via a 5' or 15' <br />tether cord. All casting of ballots must be suspended while <br />the ADA voting session is being initiated and returned to <br />voting by the election worker. <br />Vendor's RFP noted that the recommended precinct system <br />limitations are 100 ballot styles per scanner unit. During <br />primary elections, IRCSOE programs 148 ballot styles for each <br />early voting site. If only 100 ballot styles per scanner unit are <br />recommended by the vendor, then IRCSOE would have to <br />designate specific precinct ballots to designated precinct <br />scanners. Currently IRC uses two optical scanners at each <br />early voting site. If each optical scanner is dedicated to <br />certain precincts, there is no back up scanner if either unit <br />malfunctions. During the vendor's demonstration, staff <br />mentioned the recommended 100 ballot style per scanner <br />unit limitation. Vendor responded that the information <br />regarding this subject in the RFP may have been in error and <br />would get back to IRCSOE with clarification.
