Box 87 Pace 535 <br />ANALYSIS: <br />The authorized method of a blanket purchase order does not meet the <br />need or a purchase order issued "after -the -fact" is not in compliance <br />with the policies and procedures for purchasing in the County. <br />RECOMMENDATIONS: <br />Based on the above, staff requests Board approval to issue a <br />individual purchase order annually to the above vendors in an amount <br />equal to the estimated expenses. Authorization is also requested to <br />increase the size of these purchase orders, should it be required to <br />meet the demands of the new course. <br />Commissioner Scurlock noted that all of these purchases seem <br />to be sole source except for SYSCO Food Services of Central <br />Florida, Inc., and he asked if we had quotes from other vendors on <br />that particular item. <br />Golf Director Bob Komarinetz explained that in the past we <br />have been dealing with P & F Distributors here in Vero Beach. <br />Presently, we are in the process of getting quotes from SYSCO and <br />possibly others. During the first negotiations with SYSCO, the <br />price was a lot lower and staff is requesting a blanket purchase <br />order with them. We will be doing price comparisons through other <br />vendors also, but the big thing is getting a firm with a good <br />product and good service. The main thing about SYSCO is that they <br />can supply us in a lot of areas. <br />Commissioner Scurlock asked if this is similar to an annual <br />bid, and Director Komarinetz explained that Purchasing requires a <br />blanket purchase order on vendors of this type, which is food for <br />resale. He noted that this figure does not have to be $25,000 and <br />that we are not locked into purchasing directly from these people. <br />Commissioner Scurlock understood then that this is a request <br />for authorization of a purchase order for this particular vendor up <br />to that amount of money. <br />General Services Director Sonny Dean explained that service is <br />really the most important thing here because some of the items are <br />very perishable. In addition, this company has indicated that they <br />would be less expensive than any firms we have dealt with in the <br />past. <br />Commissioners Scurlock and Bird suggested that we have <br />blanket purchase orders from a variety of vendors to be used at the <br />discretion of the manager of the golf course,. and Director <br />Komarinetz advised that Purchasing has a problem with a bunch of <br />blanket purchase orders out there. <br />10 <br />
