The <br />traffic circulation plan has been approved by the County <br />Traffic Engineer. <br />8. Off -Street Parking: Required: 63 spaces <br />Provided: 78 spaces <br />Pursuant to Land Development Regulations Section 954.08(4), <br />parking areas for places of worship (and other uses having <br />infrequent parking characteristics) may be provided as <br />unpaved, stabilized areas upon approval by the Planning and <br />Zoning Commission. The site plan proposes 6 paved parking <br />spaces and 72 unpaved spaces served by paved, two-way driving <br />aisles. Staff has no objection to the proposed unpaved, <br />stabilized spaces. By approving this site plan application, <br />the Planning and Zoning Commission approved the use of the <br />referenced unpaved parking spaces. <br />9. Stormwater Management: The Stormwater Management Plan has <br />been approved by the Public Works Department, and a type "A" <br />stormwater permit will be issued. <br />10. Landscape Plan: The landscape plan is in conformance with <br />Chapter 926 of the Land Development Regulations, and proposes <br />type "C" buffers on the northern, southern and western <br />boundaries of the project site. These buffers conform to the <br />applicable specific land use criteria buffer requirements (see <br />paragraph 14). <br />11. Utilities: The project will utilize county water. Wastewater <br />treatment shall be provided via an on-site sewage disposal <br />system as approved by the Environmental Health Department. <br />Both the Utilities and Environmental Health Departments have <br />approved the proposed site plan. <br />12. Dedication and Improvements: The Comprehensive Bikeway and <br />Sidewalk Plan requires that a 5' public sidewalk shall be <br />provided along the project's 58th Avenue frontage. The <br />applicant has indicated the monies for improvements will be <br />placed in escrow with the county. This escrowing must be <br />accomplished prior to the issuance of a Certificate of <br />Occupancy (C.O.) for the project. - <br />The County's Thoroughfare Plan classifies 58th Avenue as a <br />major arterial roadway requiring 130' of right-of-way. <br />Presently there is only 50' of right-of-way for 58th Avenue <br />which results in an 80' right-of-way width deficit. Half of <br />the deficit (40' ) is to be acquired from each side of 58th <br />Avenue. The applicant will be required to dedicate 40' of <br />property to bring 58th Avenue up to current standards.
