RESOLUTION NO. 2017- 070 <br />A RESOLUTION OF THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, ESTABLISHING THE DEVELOPMENT <br />REVIEW AND PERMIT PROCESS ADVISORY <br />COMMITTEE. <br />WHEREAS, Indian River County experienced a significant reduction in <br />development, especially single family subdivisions during the recession beginning in <br />2008; and <br />WHEREAS, the effects of the recession resulted in layoffs and staff reductions <br />by the County and developers alike; and <br />WHEREAS, the last few years have seen a steady increase in commercial <br />development and construction of single family subdivisions and homes in the County; <br />and <br />WHEREAS, on April 12, 2017, a Development Review and Permit Process <br />Workshop was held and the three main topics of discussion were the review of <br />landscape requirements, use of Temporary Suspension of Compliance provisions, and <br />review of Development Review fees for Community Development and Public Works <br />departments in association with increasing staffing levels and quicker review time <br />frames; and <br />WHEREAS, on May 2, 2017, the Indian River County Board of County <br />Commissioners directed staff to evaluate the three topics and report back to the Board; <br />and <br />WHEREAS, at their meeting of June 20, 2017, staff reported back to the Board <br />and the Board discussed the various topics addressed at the workshop. After hearing <br />from staff and receiving input from developers and interested parties in attendance, the <br />Board directed that a committee of limited duration and focused mission be created to <br />further study, advise, and make recommendations to the Board concerning the main <br />topics discussed at the workshop; and <br />WHEREAS, County staff and the development community seek to work together <br />to discover ways that can improve and streamline the development review and permit <br />process for all parties involved; and <br />WHEREAS, Indian River County has a knowledgeable group of professionals <br />who could serve and work with the committee to provide valuable input, helpful <br />suggestions and advice to the Board concerning betterment of the development <br />process; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />F:\Attorney\Bill\Community Developement\Committees\Permitting and development advisory committee resolution.doc <br />
