Board of County Commissioners <br />Meeting Minutes - Final June 20, 2017 <br />14410 U.S. Highway 1, and including 12920 and 12950 U.S. Highway 1 within the <br />unincorporated boundary of Indian River County; and certain properties along <br />the east side of U.S. Highway 1 within the municipal boundary of the City of <br />Sebastian between 13100 and 1614 U.S. Highway 1, including certain properties <br />along Jackson Street, Madison Street, Davis Street, N. Central Avenue (south of <br />Jackson Street) and including 1637 and 1727 N. Indian River Drive (North <br />Sebastian Septic to Sewer [S2S] Phase 1 Project); and other interested persons, <br />may appear before the Board of County Commissioners of Indian River County <br />and be heard as to the propriety and advisability of constructing a sewer main <br />extension, as to the cost thereof, as to the manner of payment therefor, and as to <br />the amount thereof to be specially assessed against each property benefited <br />thereby. COUNTY ATTORNEY MATTERS <br />13.A. 17-0641 <br />A Resolution Directing Staff to Work with the Members of the Treasure <br />Coast Council of Local Governments to Promote and Defend Home Rule <br />Recommended Action: The County Attorney's Office recommends that the Board of County <br />Commissioners adopt the resolution to direct staff to work with the members of the <br />TCCLG to promote and defend the home rule authority of local governments. <br />Attachments: Staff Report <br />Resolution TCCLG <br />Assistant County Attorney Kate Cotner provided information on the Treasure Coast <br />Council of Local Governments (TCCLG) and encouraged staff to work with <br />members of TCCLG to form a coalition to support and defend the home rule <br />authority of local governments. <br />A motion was made by Vice Chairman O'Bryan, seconded by Commissioner Adams, <br />to approve Resolution 2017-065, directing staff to work with the members of the <br />Treasure Coast Council of Local Governments to promote and defend Home Rule <br />Authority; and directing certified copies of this Resolution to be provided to various <br />officials. The motion carried by the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, Commissioner <br />Solari, and Commissioner Zorc <br />13.B. 17-0642 <br />Recommended Action: <br />A Resolution Authorizing Participation in a Joint Meeting With The Board of <br />County Commissioners for St. Lucie County and The Board of County <br />Commissioners for Martin County to Discuss Joint Legislative Priorities <br />The County Attorney's Office recommends that the Board adopt the resolution to <br />hold a joint meeting with the Board of County Commissioners for St. Lucie County <br />Indian River County Florida <br />Page 21 <br />
