Board of County Commissioners <br />Meeting Minutes - Final June 20, 2017 <br />and the Board of County Commissioners for Martin County to discuss joint <br />legislative priorities in anticipation of the State of Florida's 2018 legislative session. <br />Attachments: Staff Report <br />Joint Meeting Legislative Resolution <br />Assistant County Attorney Kate Cotner stated that the Board of County <br />Commissioners for St. Lucie County and the Board of County Commissioners of <br />Martin County have expressed a desire to form a collaborative effort in holding a <br />meeting with the Board of County Commissioners for Indian River County to <br />discuss joint legislative priorities that all three Counties may have in common. <br />These joint priorities may include topics regarding the Lagoon, All Aboard Florida, <br />and Home Rule Authority. <br />Vice Chairman O'Bryan asked if it was necessary to pass a resolution to hold every <br />meeting, and if there was a way to create a broader, more open-ended resolution in <br />case of emergencies. He stated that in the past, the Board met with neighboring <br />Counties on a more regular basis and expressed the desire to continue to meet. <br />Attorney Cotner stated that the County Attorney's Office would review the options <br />and bring them back to the Board. County Attorney Dylan Reingold noted that the <br />Legislature had only adopted the additional allowance for the ability to have these <br />meetings in the past year, and stated that the County Attorney's Office would <br />review this more closely. <br />Commissioner Zorc suggested to include the neighboring counties in all other <br />directions to provide the ability to hold meetings if joint legislative priorities came <br />up for discussion. <br />A motion was made by Commissioner Solari, seconded by Commissioner Adams, to <br />approve Resolution 2017-066, authorizing the Board of County Commissioners for <br />Indian River County to participate in a joint meeting with the St. Lucie County <br />Commission and Martin County Commission to discuss and plan matters of mutual <br />interest; and providing for an effective date. The motion carried by the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, Commissioner <br />Solari, and Commissioner Zorc <br />13.C. 17-0656 2017 - Special Session A <br />Recommended Action: <br />Attachments: Staff Report <br />Assistant County Attorney Kate Cotner gave an update on the State of Florida's <br />2017 Special Session A, and provided information on the legislation recently <br />passed by the State Legislature relating to medical marijuana. <br />Indian River County Florida <br />Page 22 <br />
