Board of County Commissioners Meeting Minutes - Final October 24, 2017 <br />methodology that eliminated the need for detailed spreadsheets, was easier to <br />understand and took less time to review. He concluded that, based on the <br />feedback received from the existing jobs grant companies, the proposed <br />modified methodology of using average wages paid would make it easier for a <br />company receiving a jobs grant to understand the program and anticipate the <br />payment amount. <br />Director Boling, with the assistance of Senior Economic Development Planner. <br />Bill Schutt, addressed Commissioner Zorc's questions regarding detailed <br />spreadsheets, the availability of computer software programs to simplify the <br />administrative process and how the new methodology would apply to both <br />current and new applicants. <br />A short discussion ensued, as each Commissioner provided their input and <br />expressed. support for the Jobs Grant Program and the proposed changes to the <br />methodology. <br />A motion was made by Commissioner Solari, seconded by Commissioner Zorc, <br />to approve staffs recommendation. The motion carried by the following vote: <br />Aye: 5- Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, <br />Commissioner Solari, and Commissioner ZorC <br />12.A.2. 17-1087 Consideration to Approve a Grant Agreement with the Florida Communities <br />Trust for Cost -Share Reimbursement .of County Purchase of the Sebastian <br />Harbor Preserve Conservation Area <br />Recommended Action: Staff recommends that the Board of County Commissioners approve the grant <br />agreement, and authorize the Board Chairman_ to execute the agreement on <br />behalf of the County. <br />Attachments: Staff report <br />Location maps and conceptual plan <br />County grant information form <br />Grant agreement <br />Roland DeBlois, Chief of Environmental Planning, used a PowerPoint <br />Presentation to describe the location of the Sebastian Harbor Preserve and <br />provided background on the Florida Communities Trust (FCT) Forever Florida <br />Grant Program. He explained that the County had applied for FCT cost -share <br />reimbursement funding since 2008, but because of the economic downturn, <br />funding became unavailable. He. stated that in May 2017, FCT contacted the <br />County and advised that Florida Forever Funds were available for <br />reimbursement to the County for the Sebastian Harbor Preserve Grant <br />Application. He further explained the required commitments to provide public <br />access improvements in order to obtain the Grant, which included the addition <br />Indian River County Florida Page 10 <br />
