Board of County Commissioners Meeting Minutes-Final October 24,2017 <br /> of at least two recreational facilities; at least one-half mile of trails; stormwater <br /> improvements; interconnection of trails and parking at Sebastian Stormwater <br /> Park; and the installation of educational kiosks and signs. He stated that once <br /> the funds had been disbursed,the County would have up to three years to <br /> complete those improvements. <br /> Commissioner Solari suggested extending the trails around the perimeter, in <br /> addition to interconnecting with the Sebastian Stormwater Park, in an effort to <br /> add distance to the trails. He was excited to have a plan in place to ensure the <br /> project was complete within the three year time period. <br /> County Administrator Jason Brown suggested that any remaining funds should <br /> be added to the existing 5-Year Plan, and be used for improvements to other <br /> pending conservation land projects. <br /> Bob Johnson, Coral Wind Subdivision, questioned the purchase of the property, <br /> and asked if additional employees would be necessary to manage the <br /> conservation area. Commissioner Solari and Chairman Flescher provided <br /> answers to Mr. Johnson's inquiries. <br /> A motion was made by Commissioner Solari,seconded by Chairman Flescher,to: <br /> (1)approve the Grant Agreement with Florida Communities Trust(FCT)for the <br /> Sebastian Harbor Preserve Project, including any enhancements needed to fulfill <br /> the commitment to obtain funding; (2)authorize the Chairman to execute the <br /> Agreement on behalf of the County; and(3)add any remaining funds from the <br /> Sebastian Harbor Preserve Grant Project to the conservation land improvements <br /> existing 5-Year Plan. The motion carried by the following vote: <br /> Aye: 5- Chairman Flescher,Vice Chairman O'Bryan, Commissioner Adams, <br /> Commissioner Solari, and Commissioner Zorc <br /> B.
