Board of County Commissioners Meeting Minutes - Final October 24, 2017 <br />12. F.1. 17-1119 Permission to Advertise Amending Indian River Code Creating Chapter 318, <br />Stormwater Discharge <br />Recommended Action: <br />Staff recommends the Board discuss the proposed ordinance, recommend <br />changes and approve :advertisement for a public hearing on the amendment to <br />the IRC Code to prohibit illicit discharges into storm sewers. <br />Attachments: <br />Staff Report <br />Draft Ordinance <br />Deputy County Attorney Bill DeBraal used a PowerPoint Presentation to <br />highlight the proposed amendment to the Wastewater Section of the Indian <br />River County Code. He explained that the amendment would include a <br />prohibition against illicit discharges into the storm sewers. He suggested that <br />the Ordinance would be enforced by the Public::Works Director; the Stormwater <br />Division would conduct inspections and issue citations; and that the Code <br />Enforcement Board would have the authority to conduct hearings, assess fines <br />and resolve violations. <br />Attorney DeBraal answered questions from the Board regarding the definitions <br />for Best Management Practices while explaining additional remedies that the <br />County could take towards violators, as well as enforcement considerations. <br />Commissioner Solari felt that an education plan would be very important, and <br />asked the County Administrator to supply a budgeted dollar amount for funding <br />the plan. <br />A motion was made by Vice Chairman O'Bryan, seconded by Commissioner <br />Adams, to approve: (1) the proposed ordinance, as written; and (2) the <br />advertisement for a Public Hearing on the amendment to the Indian River County <br />Code to prohibit illicit discharges into storm sewers. The motion carried by the <br />following vote: <br />Aye: <br />5- Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, <br />Commissioner Solari, and Commissioner Zorc <br />G Utilities Services <br />12.6.1. 17-1093 <br />Reject All Proposals for RFP 2017041 - AMI and MDM Solution for Indian <br />River County Department of Utility Services <br />Recommended Action: <br />Staff recommends the Board of County Commissioners reject all proposals <br />received in response to RFP 2017041, and authorize staff to revise the scope of <br />work and selection criteria in order to reissue a new solicitation that will afford <br />solutions more in line with.the needs of the Indian River County Department of <br />Utility Services. <br />Attachments: <br />Staff Report <br />Indian River County Florida <br />Page 12 <br />
