Board of CountyMeeting Commissioners Minutes-Final October 24,2017 <br /> Director of Utility Services Vincent Burke provided a history of the Request for <br /> Proposals(RFP) for an Advanced Metering Infrastructure Services(AMI) and <br /> Meter Data Management(MDM) Solution for the Department of Utility <br /> Services, and explained that after the demonstration process was completed,the <br /> selection review committee concluded that none of the qualified solutions <br /> would be a right fit for the County's needs. He asked the Board to reject the <br /> bids and allow staff to realign the proposal package to resubmit. <br /> A motion was made by Vice Chairman O'Bryan,seconded by Commissioner <br /> Solari,to approve staffs recommendation. The motion carried by the following <br /> vote: <br /> Aye: 5- Chairman Flescher,Vice Chairman O'Bryan, Commissioner Adams, <br /> Commissioner Solari,and Commissioner Zorc <br /> 12.G.2. 17-1095 Ordinance Change to Allow for Reduction of Equivalent Residential Units <br /> (ERUs) on Single Family Homes <br /> Recommended Action: Staff recommends that the Board of County Commissioners: 1. Review and <br /> approve the proposed ordinance language change. 2. Direct the County <br /> Attorney to advertise a public hearing to be held on November 14, 2017. <br /> Attachments: Staff Report <br /> Proposed Ordinance Language Chance <br /> Director of Utility Services Vincent Burke gave a brief overview regarding <br /> multiple Equivalent Residential Units(ERUs) on a parcel occupied by a single <br /> family home. He explained that there was nothing in the Code that allowed for <br /> a reduction of ERUs; however,with the assistance of the County Attorney's <br /> Office, an Ordinance change was crafted. <br /> Commissioner Solari inquired as to how unused ERUs would be handled, as he <br /> did not feel that the Utility Department should profit. He suggested the <br /> possibility of a 3rd party purchasing the unused ERUs from the original <br /> purchaser, while Commissioner Zorc introduced the idea of donating unused <br /> ERUs to non-profit organizations. Chairman Flescher felt that the larger issue <br /> was the unused ERU's originally purchased by land owners who had invested in <br /> future development, and should be revisited at a future meeting. <br /> Amy Richardson, along with an additional resident of Provence Bay, felt that <br /> they had overpaid for water and sewage. Mr. Burke explained that when the <br /> land was purchased by the original developer for multi-family units,there were <br /> two (2)ERUs assigned to each of their properties. Ms. Richardson confirmed, <br /> when questioned by Commissioner Solari,that she would be satisfied if she <br /> would no longer be charged for the unused ERU. <br /> A motion was made by Vice Chairman O'Bryan,seconded by Commissioner <br /> Adams,to approve staffs recommendation.
