Chandler, <br />County Administrator <br />THROUGH: James W. Davis, P.E., <br />Public Works Director <br />FROM: Michael S. Dudeck Jr. <br />County Traffic Engineer <br />SUBJECT: Final Payment <br />Change Order No. 1 <br />Traffic Operations Building <br />DATE: September 29, 1992 <br />DESCRIPTION AND CONDITIOMS <br />The Board of County Commissioners approved a contract in the <br />amount of $58,748.00 with Thomas M. Sims Associates Inc., of <br />Stuart, Florida, to construct the above referenced building <br />on September 17, 1991. <br />At that time, the balance of the drainage and site <br />improvements required to support the building were still not <br />completed but the projections indicated that the Traffic <br />Operations Building would be complete on or about January 1, <br />1992. <br />Subsequently the building's drainage permit approval was <br />"caught" in the middle of changing, more restrictive, St. <br />John's permitting requirements with a resulting delay of <br />four months before a permit was finally secured from the St. <br />Johns River Water Management District. Additional County <br />permitting requirements resulted in an additional final <br />permit delay of two months prior to County Forces being able <br />to prepare the building "pads" on site. These delays <br />resulted in the following increases to the Contractor: <br />1. In the interim, "State Mandated" air conditioning <br />requirements were increased to require a SEER <br />System Efficiency of 10.0 as of January 1, 1992, <br />up from a 1991 requirement of 9.0. This resulted <br />in an unforeseen increase of $347.00 to the Sims <br />Corporation. (The documentation of this direct <br />cost increase is attached as Attachment "A".) <br />Since this increase was beyond the control of the <br />Contractor, this request is a legitimate "extra". <br />2. A 1992 newly mandated increase in Workmans <br />Compensation Costs were also placed on the <br />Contractor in the amount of $816.75. Since the <br />Contractor bid did not anticipate this increase <br />because the building was projected to be completed <br />before 1992, this increase to the Base Contract <br />26 <br />
