,>A P T I M Mr. James Gray <br />,December. 8, 2017 <br />Page 2 of 12 <br />following Hurricane Irma, beach profile transects were surveyed at the FDEP R -monuments by Morgan & Eklund, <br />Inc. in November 2017. Recent design conditions will be'required for the purposes of submitting the Joint Coastal <br />Permit application to FDEP. The following services will be provided to update the design on recent conditions and <br />draft a design update memorandum to supplement the Joint Coastal Permit (FDEP) and ENG 4345 (USACE) <br />applications. <br />Task 1: Scooe of Work <br />The Sector 5 beach fill templates, initially designed based on the March 2017 conditions (Feasibility Evaluation <br />Report, 2017), will be updated based on the updated November 2017 conditions. It is assumed that the November <br />2017 beach profile survey data collected by Morgan & Eklund, Inc. and provided by the County is considered final, <br />has been processed and does not require additional review. The dune position and berm width for each profile <br />will be reevaluated to ensure the design intentions are still met (i.e. upland protection, no hardottom impact, <br />recreational beach, etc.). Minor adjustments to the dune position and/or berm width may be made, as deemed <br />appropriate based on recent conditions. The required design fill volume will be recalculated and equilibrated <br />profiles will be developed at each R -monument within the project area based on the recent beach condition. An <br />estimated equilibrium toe of fill (ETOF) will be determined at each profile. <br />Task 1: Deliverable <br />A design update memorandum will be developed to briefly describe the fill template and the need for the update. <br />The memorandum will make reference to the Feasibility Evaluation Report, which was the project's initial design <br />document. included will be a summary table describing the template dimensions and required fill density at each <br />R -monument. Also included will be profile plots portraying the recent November 2017 beach conditions, the <br />updated design template, and the estimated equilibrated fill profile. Maps depicting the estimated ETOF and <br />available hardbottom edge delineations (see Task 2) overlain on the most recent aerial photography (collected in <br />July 2017) will also be included. <br />Task 1: Schedule <br />APTIM will provide the deliverable within 30 days of the notice to proceed with this task or Task 2, whichever is <br />later. <br />Task 1: Cost <br />The lump sum cost for Task 1 is $4,398.00. <br />Task 2: Hardbottom Edge Delineation <br />Per discussion with FDEP regarding permitting efforts, several years of aerial -delineated hardbottom edge <br />positions can be used to evaluate if the hardbottom resources are stable over time in the Sector 5 project area. <br />The hardbottom edge conditions will be submitted with the JCP application to support the no impact project <br />design. The County has provided georeferenced aerial photographs from 2007 and 2017, along with previously <br />delineated aerials from 2015. If the edge is shown to be stable over time, FDEP has indicated that in -water <br />verification of the edge may not be required as a Request for Additional Information (RAI) item, but may instead <br />WO#23: Sector 5 Permitting and Construction services Proj. #636232224 <br />100 <br />
