Board of County Commissioners Meeting Minutes-Final January 9, 2018 <br /> County Administrator Jason Brown pointed out that the deadline was to <br /> complete 368 Certificates of Occupancy or December 31, 2017, whichever <br /> came first. He provided additional details about the status of the project and <br /> expressed concern over the precedent that would be set if COs were issued with <br /> deadlines not met. <br /> Joseph Paladin, President of Black Swan Consulting, expressed his support of <br /> the Board's decision to hold the developer accountable to the terms made in the <br /> agreement. <br /> Linda Barker, 1908 Newmark Circle, felt that it was important for the Board to <br /> continue pushing for the needed improvements. <br /> A motion was made by Commissioner Zorc,to allow Certificates of Occupancy to <br /> be issued through January 31,2018,while the Developer completes the <br /> necessary work. <br /> The motion failed for lack of a second. <br /> A motion was made by Vice Chairman Solari, seconded by Chairman O'Bryan,to <br /> convene a Special Call Meeting on January 30, 2018 to consider the issuance of <br /> Certificates of Occupancy at Millstone Landing, pending a report of satisfactory <br /> progress from the Public Works Director. The motion carried by the following <br /> vote: <br /> Aye: 5- Chairman O'Bryan, Vice Chairman Solari, Commissioner Adams, Commissioner <br /> Flescher, and Commissioner Zorc <br /> The Chairman called for a break at 10:16 a.m., and reconvened the meeting <br /> at 10:30 a.m., with all members present. <br /> 15. Solid Waste Disposal District <br /> The Board reconvened as the Board of Commissioners of the Solid Waste <br /> Disposal District. Those Minutes will be approved at an upcoming Solid Waste <br /> Disposal District Meeting. <br /> 15.6.1. 18-1332 Request for General Funds - PACE Project and Other Community <br /> Projects FY2017-18 <br /> Recommended Action: Staff recommends the Board of County Commissioners authorize up to <br /> $6,000.00 to be donated to various Protocol for Assessing Community <br /> Excellence/illegal dumping(PACE)projects for the sole purpose of paying <br /> associated landfill fees. <br /> Indian River County Florida Page 14 <br />
