Existing Land Use Pattern <br />BOOK pnH 48 <br />The subject property is zoned RM -6, Multiple -Family Residential <br />District, and is vacant, cleared land. To the north of the subject <br />property, the land is zoned CG, General Commercial, and is <br />presently used as a golf course and driving range. A regional mall <br />is planned for the property to the north and northeast of the <br />subject property, and Indian River County has adopted a resolution <br />approving the DRI and the conceptual plan for the regional mall. <br />If, however, a site plan is not submitted for this mall by June 30, <br />1993, the county can revisit the DRI Approval and redesignate the <br />_property northeast of the subject property... (east of the golf <br />course and driving range) to a residential land use category. <br />Across U.S. Highway. #1, to the west, is vacant, uncleared land <br />zoned for light industrial use. The land to the south and east, <br />like. the subject property, is zoned RM -6, Multiple -Family <br />Residential District. The area to the east is presently used for <br />groves. Eventually, Indian River Boulevard will be extended <br />through this area to 53rd Street. The intersection of Indian River <br />Boulevard and -53rd Street will be approximately 1000 feet east of <br />U.S. Highway #1. South of the subject property is a residentially <br />zoned parcel containing a non -conforming use; this use is an <br />antique shop. This building is located less than three feet from <br />the subject property's southern property line. <br />Future Land Use Pattern <br />The subject property and property to the south and east are <br />designated M-1, Medium -Density Residential, on the county future <br />land use map. The M-1 designation permits residential densities up <br />to 8 units/acre. Properties to the west and north are designated <br />C/I, Commercial/ Industrial node, which permits commercial and <br />industrial zoning designations. <br />Environment <br />The subject property has previously been cleared. Vegetation <br />existing on site now consists largely of Brazilian pepper and mowed <br />grass area. There are no wetlands on the site. The subject <br />property is designated "Zone X" on Flood Insurance Rating Maps <br />(FIRM), indicating that it is outside of the 100 - year flood <br />plain. <br />Utilities and Services <br />The site is within the Urban Service Area of the county; however, <br />water and wastewater lines do not extend to the site. The subject <br />property is located in the North County Water Service Area and the <br />Central Wastewater Service Area. <br />Transportation System <br />The property abuts U.S. Highway #1 to the west and 53rd Street to <br />the north. U.S. Highway #1 is classified as an urban principal <br />arterial road on the future roadway thoroughfare plan map. This <br />segment of U.S. -Highway #1 is a four -lane paved road with <br />approximately 120 feet of existing public road right-of-way. It is <br />Programmed for expansion to six lanes and 240 feet of public road <br />right-of-way by 2010. Fifty-third Street is classified as an <br />arterial road on the future roadway thoroughfare plan map. This <br />segment of 53rd Street is a two-lane paved road with approximately <br />50 feet of existing public road right-of-way. It is programmed for <br />expansion to four lanes and 118 feet of public road right-of-way <br />when the extension of Indian River Boulevard is complete. <br />44 <br />
