According to ITE, 47%, or 117, of the New P.M. Peak Hour Trip Ends <br />will be outbound, and 53$, or 131, will be inbound. Therefore, the <br />most intense use*of the subject property under the requested land <br />use will generate 131 new p.m. peak hour/peak season/peak direction <br />trips. This is 123 more than the eight generated by the most <br />intense use of the subject property under the present zoning. <br />Capacities -for all roadway segments in Indian River County are <br />calculated and updated annually, utilizing the latest and best <br />available peak season traffic characteristics and applying Appendix <br />G methodology as set forth in the Florida Department of <br />Transportation Level of Service Manual. Available capacity is the <br />total capacity less existing and committed traffic volumes; this is <br />updated daily based upon vesting associated with project approvals. <br />The traffic capacity for the segment of Old Dixie Highway adjacent <br />to this site is 830 trips (peak hour/peak season/peak direction) at <br />a Level of Service "D", while the existing peak hour/peak <br />season/peak direction traffic volume on this segment of Old Dixie <br />Highway is 504 trips (peak hour/peak season/peak direction). The <br />additional 123 peak hour/peak season/peak direction trips created <br />by the proposed Comprehensive Plan amendment will increase the <br />total peak hour/peak season/peak direction trips for this segment <br />of Old Dixie Highway to approximately 627. <br />Based on staff analysis, it was determined that Old Dixie Highway <br />and all other impacted roads can accommodate the additional trips <br />without decreasing their existing levels of service. Impacted <br />roads are defined in the county's Land Development Regulations as <br />roadway segments which receive five percent (5%) or more daily <br />project traffic or fifty (50) or more daily project trips, <br />whichever is less. <br />The table below identifies each of the impacted roadway segments <br />associated with this proposed amendment.
