The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, he closed the <br />public hearing. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Adams, the Board unanimously granted <br />special exception use approval to construct a North <br />County regional reverse osmosis water plant, as <br />recommended by staff. <br />STATUS REPORT ON BEACH GRANT APPLICATION <br />Administrator Chandler reported that as a result of last <br />Thursday's special BCC meeting concerning beach preservation, staff <br />met last Friday to look at the requirements for filing an <br />application for a beach grant and learned that the Federal <br />government now requires the latest available data to be included <br />with the application. This would require a great deal of research <br />on the part of staff because County has not been involved in beach <br />preservation issues since 1987. Coastal Tech has the data <br />available and could put the application together within the <br />required time frame at a cost of between $500 and $1,500. Because <br />of the tight time frame, staff recommends that the Board .have <br />Coastal Tech prepare the application. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Adams to make available up to $1,500 <br />for the County to have Coastal Tech to prepare the <br />application, as recommended by staff. <br />Under discussion, Administrator Chandler mentioned that the <br />Vero Beach City Council passed a motion that they had no objection <br />to the County applying for the funds but would want a referendum if <br />sand -pumping is involved. <br />Commissioner Adams asked, and Administrator Chandler <br />confirmed, -"that hiring Coastal -Tech to prepare the- application <br />would not commit the County to using them as a consultant in the <br />future. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />51 <br />LAN 121993 5 2W5BOOK <br />
