DELEGATION OF AUTHORITY <br />The Board reviewed memo from Utility Services Director Terry <br />Pinto dated January 11, 1993: <br />DATE: JANUARY 11, 1993 <br />TO: JAMES E. WISEMEN, P.E <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: DELEGATION OF AUTHORITY <br />CHAPTER 403.1815 FLORIDA STATUTES <br />Under provision of Chapter 403.1815,. Florida Statutes, the Department <br />of Environmental Regulation may upon request allow the County to <br />regulate independently the construction of water distribution mains of <br />12 inches or less, gravity sewage collection systems of 12 inches or <br />less, sewage force mains of 12 inches or less, and pump stations <br />appurtenant to such force mains, provided the plant is owned by the <br />County making the request for approval. <br />ANALYSIS <br />On October 9, 1992, the Department of Utility Services requested such <br />delegation of authority (see attached letter). The Department of <br />Environmental Regulation shall determine the administrative and <br />engineering ability of the County to administer and comply with the <br />requirements of Chapter 403.1815. The attached resolution shall <br />demonstrate the support of the Board of County Commissioners for such <br />delegation. The Department of Utility Services presently is in <br />compliance with the F.D.E.R. requirements. <br />The Department of Utility Services recommends that the Board of County <br />Commissioners approve the attached Resolution. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously adopted <br />Resolution 93-17 regarding delegation of certain <br />utility permitting authority under Section 403.1815, <br />Florida Statutes, as recommended by staff. <br />47 <br />JAN j9 1993 BOOK P,,Gr. . <br />
