The <br />Motion was voted on and carried unanimously. <br />CONTAMINATION ASSESSMENT REPORT ON ABANDONED FUEL TANKS AT FLEET <br />MANAGEMENT - ADDITIONAL ENVIRONMENTAL CONSULTING SERVICES <br />The Board reviewed the following memo dated January 21, 1993: <br />TO: James E. Davis, P.E., <�fta <br />Public Works Director <br />SUBJECT: Additional Environmental Consulting Services - <br />Contamination Assessment Report - <br />Abandoned Fuel Tanks at Fleet Management <br />DATE: January 21, 1993 <br />DESCRIPTION AND CONDITIONS <br />FILE: tanks.agn <br />The Public Works Department has submitted a Contamination <br />Assessment Report to the Indian River County Public Health Unit <br />(HRS) for the old abandoned fuel tank site at Fleet Management <br />(4625 41st Street). Two underground fuel tanks at this location <br />were abandoned many years ago and were suspect as leaking. The <br />tanks were removed last year and a Contamination Assessment Study <br />performed. HRS has reviewed the Contamination Assessment Report <br />and has requested that seven additional monitoring wells be <br />installed/ sampled and ten additional soil samples analyzed for <br />organic vapor. The additional cost proposed by the County's <br />consultant, TransAmerica Environmental, Inc. (formerly Envirx, <br />Inc.) is $15,360. A proposal is attached. <br />The County recently received notice from the Florida DER that the <br />site is eligible for cost reimbursement from the State. Staff <br />proposes to submit all cost to the State for reimbursement. <br />ALTERNATIVES AND ANALYSIS <br />Staff requested price quotations from other environmental firms <br />and discovered that a local laboratory, Envirometrics of Vero <br />Beach, will perform laboratory analysis of well samples for a <br />lesser cost ($375 per sample compared to $600 per sample for Task <br />3.a. and $710 per sample compared to $1,000 per sample for Task <br />3.b.) <br />The alternatives presented are as follows: <br />Alternative #1 <br />Approve the agreement between TransAmerican Environmental, <br />Inc. and Indian River County which includes Tasks 1, 2, 4, <br />and 5. Delete $6,800 from Task 3 and include only the Field <br />Technician cost of $450. Transmit samples to Envirometrics <br />in Vero Beach for analysis at a cost of $4,200 plus $75 for <br />sampling.
