M M M <br />Alternative #2 <br />Approve the agreement between TransAmerican Environmental, <br />Inc. and Indian River County for a cost of $15,360 and have <br />this firm perform all work. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends Alternative #1 whereby TransAmerican <br />Environmental, Inc is retained to perform Tasks 1, 21 41 51 and a <br />portion of Task 3 for $8,560 and Envirometrics is retained to <br />perform the rest of Task 3 for $4,495. Funding to be from MSTU <br />Contingency in the amount of $13,055 with probable reimbursement <br />from the State of Florida DER. <br />Public Works Director Jim Davis explained that there is a <br />little glitch in this program in that the DER comments differ from <br />those of HRS. We are talking with our consultant to see whether we <br />should comply with the DER's request for additional information or <br />with the HRS request. Perhaps we may have to do both, but this <br />proposal may change slightly once we resolve what comments we need <br />to respond to. <br />Chairman Bird asked if we know for sure that there is <br />contamination there now, and Director Davis advised that when the <br />tanks were pulled out of the ground we had a consultant there and <br />we took some soil samples and some ground water samples which did <br />show some traces of minor contamination. However, it looks very <br />favorable at this time and we don't anticipate a large cleanup <br />cost. He noted that we submitted an application to the State last <br />year for reimbursement under an underground tank program which the <br />Federal government had implemented and we did get an eligibility <br />certificate saying we are eligible for State and Federal funds for <br />the cleanup. Director Davis felt we are fortunate that costs we <br />incur in the future after this contamination assessment report is <br />complete could be reimbursable. He wasn't sure if this part is <br />reimbursable, but we are required to do the contamination <br />assessment report. <br />Commissioner Macht wondered why we were looking for arsenic, <br />cadmium, chromium, lead, etc. if we had a diesel spill, and <br />Director Davis explained that the tanks were put in use many, many <br />years ago and were abandoned many years ago, and over that span <br />many types of fuels were put into those tanks. We do know that <br />diesel fuel, gasoline, and kerosene were there in the past, but we <br />really don't know what they had from the 1920s up until the 1970s. <br />Commissioner Macht also questioned the high cost of drilling <br />a well, and Director Davis advised that we priced similar type <br />27 <br />FEB 1993 Boos 88 Fa,Ut 706 <br />
