FEB 2 1993 <br />BOOK 88 7,97 <br />wells locally trying to get a better price, but monitoring wells <br />are a little different than just a standard irrigation well. They <br />are gravel packed and they need to go into the ground very <br />carefully. In addition, specifications for monitoring wells are <br />very different than for irrigation wells. <br />Commissioner Macht further questioned the need for a field <br />geologist to oversee the work being done, and Director Davis <br />explained that they have told him that if they don't do the work, <br />they need their geologist on site to watch the wells go in or they <br />will not certify the assessment. <br />Commissioner Eggert felt that in the interest of the local <br />economy and saving money for the County, we should approve <br />Alternative #1. <br />Commissioner Adams agreed Alternative #1 would be the way to <br />go since this is something that we are mandated to do. <br />MOTION WAS MADE by Commissioner Adams, SECONDED by <br />Commissioner Eggert, that the Board approve <br />Alternate #1 as recommended by staff. <br />Under discussion, Chairman Bird asked how these prices compare <br />to those given private enterprise, but Director Davis had no <br />comparisons with private industry, only comparisons with the City <br />of Vero Beach and the City of Sebastian <br />Chairman Bird reported that this past weekend he visited the <br />fire station site that was voted on last week. In talking with the <br />firemen out there, it was a laugh to them that we are going to <br />spend anywhere from $12,000 to $30,000 just to find out if we have <br />a problem. Some of those people have worked at that site for years <br />and know where the spill supposedly was, but if there was any <br />contamination at all, they know other areas where it would be more <br />likely. It makes you question the accuracy of this assessment <br />study and the need for it. Commissioner Tippin expressed his <br />objections about bureaucracies fighting each other over the <br />mandates in some of these cases and urged the public to keep <br />informed and oppose some of these mandates before government <br />bankrupts us all. <br />Commissioner Macht asked who else submitted bids, and Director <br />Davis said he talked to 4 firms within the area from Melbourne to <br />Hollywood. <br />Chairman Bird asked if there would be any advantage to the <br />County doing a request for proposal and choosing a firm to do this <br />type of work since we seem to be getting more and more into this. <br />Administrator Chandler hoped there wouldn't be any more <br />28 <br />
