PELICAN ISLAND 90TH ANNIVERSARY CELEBRATION <br />The Board reviewed the following memo dated February 19, 1993: <br />TO: James E. Chandler, <br />County Administrator <br />THROUGH: James W. Davis, P.E. <br />Public Works Director <br />FROM: Jeanne Bres <br />Traffic Coo <br />SUBJECT: Pelican Island 90th - Anniversary Celebration <br />(5K Run and Festivities) <br />DATE: February 19, 1993 <br />DESCRIPTION AND CONDITIONS <br />The Pelican Island Celebration Committee and the U.S. Fish & <br />Wildlife Service are planning a 5K run consisting of approximately <br />100 runners and celebration festivities at the Riverside Park in <br />the City of Sebastian, on March 14, 1993. <br />The 5K run is proposed to take place on Indian River Drive from <br />Riverside Park north to Davis Street then back to Riverside Park. <br />The committee is requesting permission to close Indian River Drive <br />to local traffic only, from 7:30 a.m. to 9:00 a.m. for the duration <br />of the race. This will ensure the safety of the runners and will <br />lessen any potential vehicular conflict with the pedestrians. <br />Also, the committee is requesting to close Indian River Drive <br />completely between Harris and Cleveland Streets from 7:30 a.m. to <br />6:00 p.m. Emergency vehicle access will be maintained at all times. <br />Indian River County Traffic Engineering will supply the proper <br />barricades and deliver them to the site. Advanced publicity in <br />local newspapers will be employed to inform citizens of the event. <br />ALTERNATIVES & ANALYSIS <br />The request for approval from the Indian River County Board of <br />County Commissioners to hold the Pelican Island 90th Annual <br />Anniversary Celebration (5K run along Indian River Drive) and to <br />close Indian Drive between Harrison and Cleveland Streets is the <br />proposal before the Board at this time. The Board may grant or <br />deny this request. <br />RECOMMENDATIONS & FUNDING <br />Staff recommends the Board of County Commissioners approve these <br />requests provided that the Pelican Island Celebration Committee and <br />Merritt Island National Wildlife Refuge officers maintain access to <br />emergency vehicles and that all points of closure are manned as <br />agreed for the duration of the event. <br />Liaison activities <br />personnel, Indian <br />Sebastian Police <br />Engineering. <br />will be maintained between the committee, refuge <br />River County Sheriff's Department, City of <br />Department, and Indian River County Traffic <br />45 <br />MAR m 2 1993 9001( F;1GE U-73 <br />
