M <br />Future Land -Use Pattern <br />M <br />The subject property and all surrounding land is designated L-2, <br />Low -Density Residential, on the county future land use map. The L- <br />2 designation permits residential densities up to six units/acre. <br />Environment <br />The subject property fronts the Indian River Lagoon, and contains <br />a mangrove fringe along the shoreline west of Jungle Trail. An <br />existing dock projects into the lagoon from the Skiscim property <br />shoreline. <br />The Skiscim property has previously been cleared and contains <br />little native upland vegetation, with the exception of a few mature <br />oaks and landscape palms. In contrast, the Paddock property is <br />largely undeveloped, other than the existing house and yard area <br />along the riverfront. Native coastal hammock exists on the <br />remainder. -of the Paddock property. - <br />The subject property is within an "AE" 100 year floodplain, with a <br />minimum base flood elevation requirement of 9 feet NGVD. <br />Utilities and Services <br />The site is within the Urban Service Area of the county. At the <br />present time, neither water nor wastewater lines extend to the <br />site. <br />Transportation System <br />The only automobile access to the subject property is by Jungle <br />Trail from either C.R. 510 or S.R. AlA via Old Winter Beach Road. <br />C.R. 510 is classified as an urban principal arterial on the future <br />roadway thoroughfare plan map. This segment of C.R. 510 is a two- <br />lane paved road with approximately 100 feet of existing public road <br />right-of-way. S.R. AlA is also classified as an urban principal <br />arterial on the future roadway thoroughfare plan map. This segment <br />of S.R. AlA is a two-lane paved road with approximately 100 feet of <br />existing public road right-of-way. Currently, neither of these <br />roads are programmed for expansion. Jungle Trail is a two-lane, <br />unpaved, local road that has been designated by the county as a <br />historic and scenic road with special building setbacks and <br />vegetation protection areas along its entire length. Although the <br />county has a forty foot right-of-way for this segment of Jungle <br />Trail, the actual width of the traveled way ranges from eight feet <br />to sixteen feet. <br />ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of: <br />• concurrency of public facilities; <br />• compatibility with the surrounding <br />• consistency with the comprehensiv <br />• potential impact on environmental <br />25 <br />area; <br />e plan; and <br />quality. <br />BOOK 89 fAU E 3,18 <br />
