p <br />MAY i 11991, <br />BOOK 89 Pa;F 529 <br />originally proposed the developer's agreement on behalf of the <br />property owner. We also retain the firm of Marshall, McCully and <br />Associates under a continuing services contract for work of this <br />nature. Due to the potential threat posed to the Indian River <br />lagoon from septic tanks in this area, we are proposing contacting <br />the firm of Marshall, McCully and Associates to design a low <br />pressure sewer system for this entire area, which would ultimately <br />service ± 70 lots (see attached letter from HRS). <br />ANALYSIS <br />We are proposing only to have the engineer design and inspect the <br />low pressure force main, as well as all required power conduit. <br />This design will duplicate the Rockridge sewer system almost <br />exactly. The lift stations will be designed; however, we do not <br />intend to construct them with this project. This will allow homes <br />to connect to the system as they wish. At the time of home <br />connections, we will either install the stations ourselves or allow <br />the homeowner to have his home connected as a separate utility <br />project. All homeowners will be provided lift station and wiring <br />detail. The estimated construction cost is ± $120,000.00 with <br />proposed engineering costs as follows: <br />1) Design/permitting/surveying $13,029.50 <br />2) Permitting (FDOT) outfall crossing 1,500.00 <br />3) Construction/inspection 5,438.40 <br />4) Miscellaneous reproduction 100.00 <br />$20,067.90 <br />Should the entire project being designed be constructed; i.e., <br />installation of all pumping stations, the project cost would be +. <br />$450,000.00. We, therefore, feel the engineering fee is well within <br />acceptable limits for a project of this type. However, should <br />homeowner participation in this project increase and become a major <br />change in project scope, we will have to come back to the Board for <br />additional monies -for engineering. Funding for this project will be <br />through assessment. However, in the interim, funding will come from <br />the impact fee fund. <br />The staff of the Department of Utility Services recommends the <br />approval of the attached Work Authorization with Marshall, McCully <br />and Associates. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />work authorization with Marshall, McCully and <br />Associates for engineering design and inspection in <br />the amount of $20,067.90, as set forth in staff's <br />recommendation. <br />WORK AUTHORIZATION IS ON FILE <br />IN THE OFFICE OF CLERK TO THE BOARD <br />64 <br />
