Specific land use <br />criteria applicable to this type of project require buffering <br />only where a project site abuts residentially designated <br />property (see item 16.g.). <br />11. Utilities: The site is not within the Indian River County <br />Utility Service area. Therefore, no water or wastewater <br />service is available. <br />The Solid Waste division of the Utility Services Department <br />has reviewed the project proposal, and will forward its <br />recommendation regarding the project to the SWDD Board at the <br />appropriate time. As noted under item 16 of this report, SWDD <br />Board action could render this special exception use request <br />unapprovable. <br />12. Health and Rehabilitative Services (HRS): Environmental <br />Health has no objection to approval of this conceptual site <br />plan. As required by the LDRs, applicable septic <br />tank/drainfield and well permits must be issued by the HRS <br />Environmental Health office prior to development. <br />13. Environmental Issues: Environmental planning staff have <br />conducted a cursory site inspection pertaining to wetlands, <br />native vegetation communities and exotic vegetation. Staff <br />have determined that the site is largely native dry prairie, <br />and a set-aside not less than 10% of the total property area <br />is required. During the subsequent site plan review and <br />approval process, environmental planning staff will require <br />dedication of a conservation easement to the county, the <br />removal of exotic vegetation, and a verification from the Army <br />Corps of Engineers regarding whether jurisdictional wetlands <br />exist on the site. Adequate open space and setback areas are <br />proposed on the conceptual plan to satisfy the conservation <br />easement requirement. <br />14. Dedications and Improvements: No dedications or improvements <br />are required as part of this conceptual plan approval request. <br />The applicant has acknowledged staff's comment that the <br />ultimate CR 512 right-of-way width required by the County <br />Thoroughfare Plan is 1001, and that a determination must be <br />made as to whether any Murphy Act reservation deeds affect the <br />site. Setbacks and any possible right-of-way acquisitions <br />will be addressed during the review process for subsequent <br />site plans. Proposed project area and setbacks accommodate <br />any future CR 512 right-of-way acquisition needs. <br />The Public Works Department has verified that there are no <br />widening projects planned for CR 512 west of the City of <br />Fellsmere in the 20 Year Transportation Capital Improvements <br />Program. <br />15. Concurrency: The applicant has obtained a Conditional <br />Concurrency Certificate for this project. Prior to the <br />approval of future site plans, an Initial/Final Concurrency <br />Certificate must be obtained. a <br />16. Specific Land Use Criteria: The application must satisfy the <br />following specific land use criteria applicable to private <br />land clearing debris burning facilities in the A-2 zoning <br />district: <br />a. There shall be, at minimum, a five hundred -foot <br />separation distance between the burn area of the facility <br />and any occupied structure in existence at the time of <br />the site plan application. _ <br />29 <br />
