Roseland area Hanson/Rogala floodplain <br />Fletcher floodplain <br />Frogleg Creek floodplain <br />South Prong Sebastian River <br />Indian River Farms Floodplain <br />Indian River floodplain <br />Fellsmere Farms floodplain <br />St. Johns River Upper Basin. <br />Hurricane Planning, Federal Flood Insurance Program Liaison, and <br />Water Resource issues should be coordinated. The Coastal Engineer <br />can handle all the above activities if the position is established. <br />A consulting engineering firm could be retained on a continual <br />basis, however, staff is of the opinion that this option would be <br />more costly and a staff person would have to devote time to manage <br />the contract. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends that a Full Time Coastal Engineering Position be <br />established within the Public Works Department. The attached job <br />description has been prepared. <br />MOTION WAS MADE by Commissioner Macht, SECONDED by <br />commissioner Eggert, that the Board approve the new <br />staff position of Coastal Engineer, as recommended <br />by staff. <br />At the request of Commissioner Eggert, Public Works Director <br />Jim Davis explained that when we . begin to modify the applications <br />to the Army Corps of Engineers for the coastal erosion <br />prevention/ beach preservation project, the increased activities <br />will demand the services of a full time Coastal Engineering <br />position. In addition, this person would serve as a floodplain <br />management specialist. <br />Administrator Chandler pointed out that Director Davis has <br />spent a great deal of time on this project in recent months, but it <br />is clear that he cannot continue to devote as much time in the <br />future. The need is there for this position. <br />Commissioner Adams wholeheartedly agreed that this should be <br />a full-time position. She f elt it is imperative that we have <br />someone to fast track the beach project. We also need to address <br />our storm water runoff into the Indian River Lagoon, and a coastal <br />engineer with drainage expertise would be the one to handle that <br />area. <br />41 <br />JUL - A- 800K .9 49 7 <br />L: V 19,93 <br />
