ANALYSIS: <br />1. Zoning Classification: RS -3, Single Family Residential (up to <br />3 units per acre) <br />2. Land Use Designation: Low Density -1 (up to 3 units per acre) <br />3. Surrounding Land Use and Zoning: <br />North: Residential/RS-3 <br />South: Residential and Forestry Facility/RS-3 <br />East: 43rd Avenue and Residential/RS-6 <br />West: Residential/RS-3 <br />4. Building Area: 990 sq. ft. building addition <br />30 sa. ft. columbarium <br />1,020 sq. ft. total <br />5. Total New Impervious Surface: 875 sq. ft. net increase <br />6. Open Space: Required: 40.0% <br />Provided: 74.9% <br />7. Traffic Circulation: Traffic circulation on the site will not <br />require any modifications to accommodate the addition to the <br />church or the columbarium. The existing access to 43rd Avenue <br />and on-site traffic circulation plan have been approved by the <br />County Traffic Engineer. <br />8. Off -Street Parking: Parking requirements for the existing <br />place of worship and the proposed addition are satisfied by <br />existing facilities. The addition to the church will provide <br />office space and storage areas, uses which are considered <br />accessary to the church and which do not increase the amount <br />of parking required on the site. The columbarium is also <br />considered an accessory use to the church and, therefore, has <br />no required parking. <br />9. Stormwater Management: The Stormwater Management Plan has <br />been approved by the Public Works Department. <br />10. Landscape Plan: The landscape plan is in compliance with <br />Chapter 926 of the LDRs, including a type "C" buffer along the <br />southern property boundary. Site work proposed in the area of <br />the required Type "C" buffer must be conducted and completed <br />in a manner which will ensure that the buffer remains in <br />compliance with the LDRs. <br />11. Utilities: The site is currently serviced by county utilities <br />for potable water. County wastewater service is not available <br />to the site at this time. The applicant has executed a <br />Developer's Agreement with county utilities, acknowledging the <br />site will connect to the county wastewater system when <br />wastewater service becomes available. <br />12. Dedications 6 Improvements: All applicable dedications and <br />improvements were provided as a result of the previous site <br />plan review and approval in 1992. During that review process, <br />the county acquired 10' of right-of-way from St. Augustine <br />Church property along 43rd Avenue, completing the 100' <br />ultimate right-of-way required by the county thoroughfare <br />plan. <br />13.
