M <br />that one member of the press is here, and everyone else is a member <br />of staff . - <br />Chairman Bird directed staff to review for the record Sections <br />2 through 16: <br />Section 2 <br />Staff recommended adoption. <br />Section 3 <br />Commissioner Adams had a problem with the prohibition of <br />tenant dwellings or migrant housing within the Urban Service Area <br />and the establishment of a minimum one mile separation distance for <br />migrant housing facilities. <br />Commissioner Eggert explained that we have found it helpful in <br />obtaining grants to have that separation in order to avoid having <br />a potential ghetto or slum. It is very similar to the County's <br />separation of neighborhood commercial and some of the other things <br />we do. <br />Chairman Bird also was concerned about providing them with all <br />health and safety services. <br />Director Keating explained that the whole concept is to allow <br />migrant workers to reside close to the groves where it might not <br />otherwise be -allowed. Since these are all subject to special <br />exception approval, we could house them in the Urban Service Area <br />and they could be bussed out to the groves. <br />Commissioner Macht asked how they would get their utilities, <br />and Director Keating advised that they could have a package plant. <br />Commissioner Adams wished to have some feedback from Patrick <br />Leary and Richard Graves, and perhaps someone from Berry Groves. <br />Chairman Bird asked that we get some information from the <br />Health Department and the Utilities Department before we discuss <br />this again on September 7 and decide how we are going to service <br />these areas. <br />Section 4 <br />Staff recommended adoption. <br />Sections 5-7 <br />Barbara Bonnah, 5845 23rd Street, spoke in opposition to <br />extending administrative permit approval because she believed all <br />requests for these changes should be reviewed before the County <br />Commission in order to maintain proper checks and balances and the <br />protection of property rights. <br />Director Boling explained that what is proposed deals only <br />25 <br />L_ AUG 231993 <br />BOOK 90 RA,F 285 <br />
