future, property owners could request and receive approval to <br />set-up special assessments for specific projects to improve <br />and maintain Pine Lake Estates road and drainage facilities. <br />Regarding estimated costs for road improvements, see <br />attachment #6. <br />Costs: Right-of-way permit application fee: $10.00 for each <br />permit application. Assessment costs for any future <br />improvements would have to be determined at the time such <br />assessments are proposed, and would require approval of the <br />Board of County Commissioners at a public hearing. <br />Assessing Costs <br />As previously stated, it is staff's position that the Pine Lake <br />Estates property owners should pay for any and all actions and <br />improvements that benefit their properties. Subdivision lot owners <br />throughout the county, through the cost of purchasing their lots, <br />have paid for the costs of properly subdividing and improving the <br />developments in which they live. The same responsibilities and <br />costs should be borne by the Pine Lake Estates property owners. It <br />is staff's position that there will need to be an assessment <br />project, to fund the necessary surveying costs. Such an assessment <br />project would be comparable to those done for road paving or <br />utility line extensions. <br />Currently, the Pine Lake Estates area is divided into two zoning <br />districts. The northern 1/3 of the area is zoned CG, General <br />Commercial, while the southern 2/3 of the area is zoned RS -1, <br />Residential Single Family up to 1 unit per acre. Certain <br />development regulations, including paving requirements, will apply <br />to the commercially zoned parcels that will not apply to the single <br />family construction that will occur on the RS -1 zoned portion. <br />Regardless, staff's position is that assessments should be levied <br />on all lot owners in Pine Lake Estates, through an assessment <br />project process similar to other assessment projects which have <br />been performed by the county. <br />Costs to County: Staff and legal work to formalize and legalize <br />approvals for development of Pine Lake Estates (see Recommended <br />Solutions items #1, and #2). <br />Costs to Pine Lake Estates Property Owners: $9,278.33 for <br />surveying costs, paid by assessment. Possible methods of <br />assessment are as follows: <br />#1. Per "lot" (cost for each 70' X 128' "lot"). <br />#2. Per parcel (same cost for each "buildable" tax parcel, <br />regardless of size or frontage). <br />#3. Per front foot (cost for each lineal foot of road frontage). <br />#4. Per square foot (cost per square foot of "buildable" parcel <br />area). <br />Recommended Assessment Method: <br />Staff recommends that the surveying costs be assessed on a per <br />"lot" basis, as described in method #1, above. Under method #1, <br />the $9,278.33 total cost would be divided by the 193 "lots" for a <br />resulting cost of approximately $48.08 per "lot".. Thus, under <br />method #1, an owner of a single "lot" would pay $48.08 while an <br />owner of a parcel consisting of 4 lots would pay -$192.32. <br />19 <br />BOOK <br />SEP "11993 <br />
