r SEP 2�.1�9� <br />ALTERNATIVES: <br />BOOK n F"i-GE,615 -7 <br />Several alternatives to staff's proposal (as contained in this <br />report) have been discussed by staff and were reviewed at the March <br />30th meeting with the Pine Lake Estates property owners. Such <br />alternatives include the following: <br />1. Do nothing. Grandfathered -in parcels would remain <br />"buildable", all others would remain unbuildable. Road right- <br />of-way and improvements issues would remain unaddressed. <br />2. Private road plat. Property owners would need to act together <br />to file a joint application to establish legal, private road <br />rights-of-way through Pine Lake Estates. Certain parcel <br />"build -ability" issues would remain unaddressed, and concerted <br />action of property owners would be essential. <br />3. Subdivision project initiated, constructed, finalized. This <br />alternative would also require concerted action by private <br />owners to pick-up where the original "developer" left -off and <br />bring the project up to current subdivision standards. <br />Complex, coordinated action by the property owners and <br />substantial funding would be required. <br />In staff's opinion, all three of these alternatives have major <br />disadvantages. However, the solutions recommended by staff would <br />be affordable, would not require extensive private coordination <br />among property owners, and would be effective enough to <br />grandfather -in and make "buildable" existing parcels while <br />providing a means for possible future improvements within the to - <br />be -established road rights-of-way. <br />RECUMENDATIUM: <br />Staff recommends that the Board of County Commissioners consider <br />staff's three recommended solutions, receive input from Pine Lake <br />Estates property owners, and authorize staff to initiate actions <br />(including initiating the assessment project process) to resolve <br />problems previously described in this report. <br />Director Boling used an overhead projector to show the Board <br />the location of the subject area. He commented that there are <br />about 60 acres in Pine Lake Estates. A site plan review in 1990 <br />revealed that the subdivision was not legally platted. The <br />original developer is deceased, but in March of this year the <br />County Attorney's office located a Declaration of Intent to <br />Dedicate Right -of -Way that she executed in 1982. That instrument, <br />along with a few other actions the Board can take, is the key to <br />establishing road rights-of-way and making the lots buildable. <br />Chairman Bird agreed that Pine Lake Estates property owners <br />have an access problem. He asked what is needed to bring the roads <br />up to County standards so they could be graded by the County. <br />Public Works Director Jim Davis explained that engineering <br />staff analyzed some alternatives for improving the roads.
