M M <br />Residential_District (up to 3 units/acre), on the Town's zoning and <br />future land use map. <br />Environment <br />The eastern portion of the subject property is within a "VE" 100 <br />year coastal flood and wave action hazard area, with a minimum base <br />elevation requirement of 17 feet (National Geodetic Vertical <br />Datum). The habitat consists of tropical hammock plant species <br />adjacent to AlA, shifting to a coastal strand system closer to the <br />dunes. This subject property may support the threatened <br />southeastern beach mouse. The beaches of Indian River County are <br />used as nesting beaches by the protected loggerhead and green sea <br />turtles. <br />Utilities and Services <br />The site is within the Urban Service Area of the County. The North <br />Beach Reverse Osmosis Plant provides potable water to the site. <br />Wastewater service is available to the site from the Sea Oaks <br />Wastewater Treatment Plant. <br />Transportation System <br />Access to the subject property is by <br />as an urban principal arterial on th <br />plan map. The <br />.dicates that this segment of <br />to three lanes in 1994. <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of: <br />• concurrency of public facilities; <br />• consistency with the comprehensive plan; <br />• compatibility with the surrounding area; and <br />• potential impact on environmental quality. <br />Concurrency of Public Facilities <br />This site is located within the county Urban Service Area, an area <br />deemed suited for urban scale development. The Comprehensive Plan <br />establishes standards for: Transportation, Potable Water, <br />Wastewater, Solid Waste, Drainage and Recreation (Future Land Use <br />Policy 3.1). The adequate provision of these services is necessary <br />to ensure the continued quality of life enjoyed by the community. <br />To ensure that the minimum acceptable standards for these services <br />and facilities are maintained, the Comprehensive Plan and Land <br />Development Regulations require that new development be reviewed. <br />For rezoning requests, this review is undertaken as part of the <br />conditional concurrency determination process. <br />Conditional concurrency review examines the available capacity of <br />each facility with respect to a proposed project. Since rezoning <br />requests are not projects, county regulations call for the <br />concurrency review to be based upon the most intense use of the <br />25 <br />F'mur 917 <br />`NOV - 21993 <br />
