Commissioner Adams felt that staff should continue to replace <br />ceiling tiles and repair existing leaks, especially in those areas. <br />William Koolage, 11 Vista Gardens Trail, stated that he spent <br />a couple of days at the office of the Supervisor of Elections and <br />nearly froze, and he felt that it frequently is too cool in <br />Chambers. He stressed that it would save the County money on air <br />conditioning costs if the temperature in the building was kept a <br />little higher. <br />Commissioner Eggert commented that it seems to be difficult to <br />keep the temperature adjusted, because sometimes it is too warm and <br />other times it is too cold. She pointed out that we must be <br />careful not to let temperatures get too warm because it could cause <br />problems with the computers. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />AMENDMENT NO. 1 TO CONSULTANT AGREEMENT <br />IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />EMPLOYEE HEALTH CARE PLAN CONSULTANT <br />The Board reviewed the following memo dated December 28, 1993: <br />TO: James Chandler, County Administrator <br />FROM: Jack Price, Personnel Director <br />DATE: 28 December 1993 <br />SUBJECT: Employee Health Care Plan Consultant <br />In 1990 the Board of County Commissioners authorized a complete review and revision, <br />if necessary, of the employee health care plan. The purposes were to continue to provide <br />competitive coverage for employees and to do so in the most cost effective manner. <br />The plan redesign which was effective in October, 1991, focused'the employee treatment <br />patterns on Preferred Provider Organizations who discounted their fees in exchange for <br />an anticipated greater volume of business. This approach has been helpful in the <br />accomplishment of the health care objectives. <br />With your approval, 1994 was set as the period during which another comprehensive <br />review of the plan would be conducted with the same dual objectives: competitive <br />coverage and effective cost controls. <br />An RFP for consultants drew proposals from Siver Insurance Management Consultants <br />of St. Petersburg, Stanford & Co. of Safety Harbor, Waters Risk Management of <br />Seminole, Towers Perrin of Tampa, and Coopers & Lybrand of Tampa. The proposals <br />were reviewed by the health care committee, comprised of Ann Rankin, Personnel; Beth <br />Jorma, Risk Management; Joe Baird,.
