At Commissioner Adams' request, Don Donaldson; county coastal <br />engineer, explained that part of the process for applying to the <br />State for an experimental breakwater requires that the beaches in <br />the vicinity be monitored for a period of up to 3 years by an <br />independent organization that must be approved by the Florida <br />Department of Environmental Protection (DEP). They will generate <br />a test plan, monitor data collection, and generate progress reports <br />on the performance of the reef. The primary purpose is to see that <br />this project does not adversely affect adjacent properties, <br />specifically those to the south. We have been in contact with the <br />Corps' Waterways Experiment Station in Vicksburg, Mississippi, who <br />would draft the plan and produce the specifications. Our concept <br />is that the County would do some of the monitoring ourselves or let <br />contracts out to local surveying/engineering companies to do the <br />work. That data would be sent back to Vicksburg and they would <br />generate the reports. <br />Commissioner Bird asked Commissioner Adams if she still was <br />confident that the Corps could fit the timetable on this <br />application, and she replied that she felt confident because we <br />already have had some preliminary discussions with them and they <br />understand our timetable and have indicated an interest. However, <br />she recommended that we give Mr. Donaldson some authorization to <br />formalize those discussions. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously directed <br />staff to get the Army Corps of Engineers involved as <br />discussed. <br />RESOLUTION SUPPORTING EXTENSION OF SEBASTIAN INLET CHANNEL <br />Commissioner Adams asked the Board to pass a resolution <br />supporting the extension of the Sebastian Inlet channel. Vessels <br />are running across the seagrass beds and we can control and limit <br />the areas of destruction with an extension of the channel to the <br />Intracoastal Waterway. <br />Commissioner Bird pointed out that along with the <br />1 <br />environmental aspect, there is a definite economic benefit to <br />extending the channel. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously adopted <br />Resolution 94-15, supporting the efforts of the <br />Sebastian Inlet Tax District to extend the channel <br />from the Sebastian Inlet to the Atlantic <br />Intracoastal Waterway. <br />81 <br />J A N J1 1994 BOOK PDGF. 04 <br />
