r.: <br />In response to Commissioner Adams' question, Utilities <br />Services environmental engineer Duke Oster advised that the $2.1 <br />million project cost includes the 10 percent contingency. <br />Commissioner Adams understood that in addition to the 10 <br />percent contingency there was an additional $7,000 kicked in to pay <br />for change orders and other things without having to come to the - <br />Commission for approval. <br />Mr. Oster explained that those amounts were not included in <br />the cost. Those would be extra because we know from experience <br />that minor things will come up that will require a little more <br />money and we are asking for that authority now. <br />Commissioner Eggert asked what that contingency covers, and <br />Mr. Oster explained that the contingency is for construction costs, <br />primarily. The $7,000 relates to the engineering consultant's <br />fees. <br />Commissioner Adams was uncomfortable with that kind of money <br />flowing around, and Mr. Oster replied that the $7,000 was not a big <br />thing and could be taken out if the Board desired. <br />Commissioner Bird asked when the project will be completed to <br />the point where people can turn on their water taps, and Mr. Oster <br />estimated that after receiving design approval, construction would <br />be completed in one and a half years. <br />In answer to Commissioner Eggert's question, Public Works <br />Director Jim Davis advised that Paradise Park is one of the 5 or 6 <br />petition paving projects that are on hold until water is in. <br />Chairman Tippin understood then that the $7,000 is a <br />contingency, and Mr. Oster reiterated that the $7,000 could be <br />deleted from the engineering consultant's work authorization that <br />is before the Board today. <br />Commissioner Adams noted that a breakdown of engineering costs <br />wasn't included in the backup material. <br />Utilities Director Terry Pinto felt that isn't a problem. It <br />is all there because we make the consultants break the costs down <br />so much they cry. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />Work Authorization #1 with H. F. Lenz Company for <br />Water Expansion Plan, Phasea V� with the deletion of <br />$7,000 additional service fee on the $2.1 million; <br />and requested that engineering services be itemized <br />in more detail and that any changes be brought back <br />to the Board. <br />WORK AUTH.
