10. Affordable Housing Density Bonus: This project qualifies for <br />an affordable housing density bonus incentive available to <br />P.D. projects that will include affordable housing (see <br />attachment #4). Pursuant to these provisions, the project can <br />use a density bonus of up to 30 units in return for <br />constructing 38 affordable housing rental units (equal to 21% <br />of the total 180 units). As indicated in the "Density" <br />section of this report, the applicant Is requesting to use 25 <br />"bonus" units. <br />11. Density: <br />Uplands west of Indian River Boulevard (14.17 acres): 113 units <br />Uplands east of Indian River Boulevard ( 3.50 acres): 28 units <br />Transferred from (uplands) Indian River Boulevard <br />donation (2.86 acres): _ 22 units <br />Area deleted from the project for additional <br />right-of-way (0.96 acres): =8 units <br />*Affordable Housing Density Bonus: 25 units <br />TOTAL: 180 units <br />*Maximum affordable housing density bonus for providing 21% <br />affordable housing (38 units): (20.53 upland acres X 10 units/acre <br />CLUP) X .15 = 30.80 or 30 units. In return for building 38 <br />affordable housing units, a density bonus of up to 30 units is <br />allowed. <br />12. Utilities: The proposed development will be serviced by the <br />County Utility Services Department for both potable water and <br />wastewater services. Connection to these services is required <br />and has been approved by both County Utility Services and <br />Environmental Health Unit Services (HRS). <br />13. Traffic: The development will be accessed from Indian River <br />Boulevard, and provided with an emergency access from 3rd <br />Court. The submitted.traffic analysis indicates that no off- <br />site improvements are needed to area roadways or existing <br />intersections. The County Traffic Engineering Department, <br />under the direction of the Director of Public Works, has <br />approved a project access which provides for northbound and <br />southbound Boulevard ingress to the project. Egress from the <br />site will be restricted to a right -out only onto the <br />Boulevard. The developer will be required to provide <br />Boulevard deceleration lanes and median improvements at the <br />entrance to the site as part of the development of Phase 1. <br />The submitted conceptual traffic circulation plan and traffic <br />analysis have been approved by the Traffic Engineering <br />Department for internal circulation and site access, subject <br />to the condition that egress from the site onto Indian River <br />Boulevard be restricted to "right -out" movements only. <br />As recommended by staff, an emergency access connection to 3rd <br />Court has been proposed by the developer. This access point <br />is to be for emergency purposes only and is to be gated. <br />Final design and operational aspects of the access point will <br />be approved -by Emergency Management and Public Works later in <br />the P.D. site plan approval process. <br />14. Stormwater Management: The conceptual stormwater management <br />plan proposes that the majority of project stormwater tract <br />areas be located on the east side of the Boulevard. Public <br />Works has approved the stormwater management plan on a <br />conceptual level, subject to approval of the final plan which <br />will be reviewed during subsequent approval proceedings. <br />6001( �1 PAGE1038 <br />MAR 22 1994 <br />
