O'Brien, Assistant County Attorney-fpo <br />DATE: March 9, 1994 <br />SUBJECT: PUBLIC HEARING - APRIL 5, 1994 <br />AN ORDINANCE OF INDIAN RIVER COUNTY <br />CREATING THE MOORINGS STREET LIGHTING <br />DISTRICT <br />The attached proposed ordinance would create a street lighting district <br />for the Moorings area which will further the safety, health and <br />well-being of all those residing and owning property in the boundaries <br />of the district. <br />Staff recommends that the Board adopt the proposed ordinance. <br />Public Works Director Jim Davis advised that the Moorings <br />Property Owners Association sent letters to 1,114 property owners <br />in the Moorings; 820 responses were received, with 622 in favor of <br />establishing a street lighting district. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Betsy Tate, resident of the Moorings, requested that the <br />County wait until a decision is made on the proposed Publix <br />supermarket, because lighting will be installed in conjunction with <br />that project. <br />Ed Golden, 249 Springline Drive, explained that although he <br />lives in an area of the Moorings that has street lights, he is in <br />favor of this proposal and is willing to support it financially. <br />He felt that street lights throughout the Moorings would make it <br />safer for pedestrians as well as provide security for residents. <br />Robert Salmon, 1155 Reef Road, was in favor of street lights <br />in the Moorings for the same reasons.stated by Mr. Golden.- <br />Ralph <br />olden:Ralph Ragette, resident of Reef Road, stated that it is "pitch <br />black" in the Moorings at night and that street lights are needed <br />to help monitor what goes on in the Beach area. <br />Harry Roberts, 1001 Spyglass Lane, emphasized that some areas <br />of the Moorings are very isolated. He lives on a private road with <br />street lights, but he is in favor of this proposal because he feels <br />12 <br />
