that the Moorings should have a street lighting system that serves <br />everyone. It is his opinion that the cost of street lighting is <br />well worth the benefits. <br />George Shaw, 1060 Reef Road, announced that his home is in the <br />area adjacent to Floralton Beach, which has street lights. He <br />stated that the difference between his area and the Floralton Beach <br />area is literally the difference between night and day, and he felt <br />that street lights should be installed throughout the Moorings. <br />DeLoss Blackburn, 300 Harbour Drive, representing Porpoise Bay <br />Villas Association, was opposed to including Porpoise Bay in the <br />assessment. He explained that all of the units along Harbour Drive <br />within Porpoise Bay are one story high, and he felt that light <br />poles which are 20 feet in height are inconsistent with the <br />aesthetics of the area. He reported that questionnaires were <br />mailed to the Porpoise Bay condominium owners, and 82% of those who <br />responded voted to exclude Porpoise Bay from the assessment. The <br />property owners in Porpoise Bay are in the process of placing white <br />fluorescent bulbs in their light posts along Harbour Drive, which <br />they believe will provide adequate lighting for the area. He <br />stated that if more lights are needed, the residents of Porpoise <br />Bay will install them. They do not want to help pay for public <br />street lights in other areas of the Moorings. <br />Ralph Church, 1776 Mooringline Drive, spoke in favor of the <br />street lights. He reported that he is a member of the Board of <br />Directors of the Moorings Property Owners Association and is <br />responsible for security. Goldstar Security patrols the area <br />regularly, and management of Goldstar has recommended that street <br />lights be installed. <br />Jack MacLean, 139 Anchor Drive, president of the Moorings <br />Property Owners Association (P.O.A.), recounted that the Moorings <br />was developed as a series of individual sections, some with street <br />lights and some without street lights. The Moorings P:O.A. decided <br />that the fairest solution was for all the residents to contribute <br />to the cost of street lights. He stressed that bringing a shopping <br />center into the Moorings will create a greater security problem, <br />and street lights will become even more important. <br />Bernice Hebert, 2006 Windward Way, felt that everybody in the <br />Moorings will benefit from street lights and should help pay for <br />them. <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. <br />13 BOOK 92 PACE 37 <br />L_ APR - 51994 J <br />
