McCoy, AICP <br />Senior Planner, Current Development <br />DATE: April 41 1994 <br />SUBJECT: St. Edwards School Inc.'s Request for Special Exception <br />Use and Conceptual Plan Approval to Expand the Existing <br />St. Edwards Upper School Campus <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of April 12, 1994. <br />BACKGROUND: <br />Masteller & Moler, Inc. has submitted an application for special <br />exception use and conceptual plan approval on behalf of St. Edwards <br />School Inc. to expand the existing St. Edwards Upper School. The <br />school is located at 1895 St. Edwards Drive. Since the subject <br />property is zoned RS -3, expansion of the existing educational <br />facility requires special exception use approval. The expansion is <br />proposed in four phases to be built over the next two years. <br />Recently, St. Edwards School, Inc. entered into a proposed land <br />swap with Sandpointe West L.C. to trade approximately 4 acres of <br />riverfront property owned by St. Edwards for lots 1-12 in the <br />Sandpointe West Subdivision. St. Edwards proposes to use this <br />additional property to expand its existing upper school campus. <br />Accordingly,, Sandpointe West L.C., under a separate application <br />that has been approved by the Planning and Zoning Commission, is <br />proposing to plat additional riverfront lots with the land being <br />swapped for lots 1-12. The proposed land swap would convert some <br />existing St. Edwards river frontage to riverfront lots and would <br />move the St. Edwards property boundary north, up to West Sandpointe <br />Lane which is a local residential street. <br />At its March 10', 1994, meeting, the Planning and Zoning Commission <br />voted 2 to 1 to recommend that the Board of County Commissioners <br />approve the special exception use and conceptual plan requests, <br />with an added condition that all buildings be limited to one story <br />and be set back 75' from the new north property line (see <br />attachment #4). This condition was added to the -two conditions <br />recommended by staff at the end of this report. Because it takes <br />at least 4 affirmative votes of the 7 member Planning and Zoning <br />Commission to approve an action, and because the approval <br />recommendation passed with only 2 affirmative votes, no official <br />Planning and Zoning Commission recommendation has been made to the <br />Board of County Commissioners. <br />APR 12`1994 11 BOOK 94W F01r.�.Sr1�+ <br />
