The study allows up to 20% <br />of the parking to be provided as grassed spaces. The parking <br />will be required to be increased only if the enrollment <br />increases. <br />11. Landscape Plan: The landscape plan is in conformance with <br />Chapter 926. This includes depiction of a Type "C" buffer <br />which is required adjacent to the residentially designated <br />properties along the north and west boundaries of the subject <br />site. Additionally, the staff is recommending that the Type <br />"C" buffer contain a 6' opaque feature. <br />12. Utilities: The school will continue to be served by the City <br />of Vero Beach for water and -sewer services. <br />13. Concurrency: Concurrency for schools is based on enrollment. <br />Since the proposed expansions will not increase enrollment, a <br />concurrency certificate is not required. The conceptual plan <br />lists the present enrollment -at 375 students. Therefore, as <br />a condition of approval any expansion of the enrollment beyond <br />375 students will require a concurrency analysis. <br />14. Specific Land Use Criteria: The following specific land use <br />criteria apply: <br />A. Sites for secondary schools shall be located near <br />thoroughfares so as to discourage traffic along local <br />residential streets in residential subdivisions. <br />Elementary schools should be discouraged from locating <br />adjacent to major arterial roadways; <br />B. For the type of facility proposed, the minimum spatial <br />requirements for the site shall be similar to standards <br />utilized by the Indian River County school board and the <br />State of Florida; <br />C. No main or accessory building shall be located within one <br />hundred (100) feet of any property line not adjacent to <br />a street or roadway. No main or accessory building shall <br />be located within fifty (50) feet of any property line <br />abutting a local road right-of-way that serves a single- <br />family area; <br />D.
