_I <br />APR 19 19,94 Boof 92 mr-242 <br />The Department will not be in a position to issue a permit, or <br />provide an intent to issue a permit, by May 1, 19941 because at <br />this point the application is still incomplete. The County has not <br />provided the information required pursuant to Statute and Rule <br />which is necessary to complete the application and allow the <br />Department to begin the review process. <br />The Department will proceed forward with the project review upon <br />receipt of the information required to complete the application. <br />Permit issuance is contingent upon receipt of the additional <br />information required and resolution of the outstanding issues such <br />as project configuration, impacts to the shoreline and other issues <br />identified in recent completeness correspondence. <br />As previously discussed, I do not foresee a necessity to modify the <br />patented design of the individual units., <br />If you have any questions, please call me at (904)487-4469. <br />Sincerely, <br />Kirby B Green, IIIector <br />Divisio of Beaches and Shores <br />Commissioner Bird asked, and Commissioner Adams confirmed that <br />the committee is requesting authorization for American Coastal <br />Engineering to manufacture the first 1000 feet, but the reefs will - <br />not be placed in the water until after the permits are issued. <br />chairmann-Tippin was concerned that the officials might change <br />their minds and decline to issue the permits. <br />Commissioner Eggert asked whether we could sell the reef <br />sections or find another use for them if the permits are not <br />issued. <br />Commissioner Adams thought there would be a use for them <br />somewhere, but she was convinced that the permits will be issued. <br />She emphasized that the State has determined that the design of the <br />PEP reef is acceptable; it is the placement of the individual <br />sections that is. in question. <br />Frank 2orc, 2501 27th Avenue, read the following letter aloud: <br />32 <br />
