will be distributed throughout the overall project. The exact <br />allocation of the units will be finalized at the time of <br />preliminary PD approval for the different parcels. <br />5. Open Space: <br />Required: 40% <br />Proposed: 100% (for 39.94 acre new golf course area) <br />6. Traffic Circulation: Any proposed residential area within the <br />48.88 acre addition will be accessed through the existing <br />project by bridging the Lateral J canal. Details of any such <br />design will be reviewed with future preliminary PD plans <br />submitted to develop the 8.94 acre residential portion of the <br />48.88 acre addition. There will be no new access point on any <br />public roads. The County Traffic Engineer has- reviewed and <br />approved the conceptual traffic circulation plan for the <br />addition. <br />7. Stormwater Management: The conceptual stormwater plan has <br />been reviewed and approved by the Public Works Department. <br />The Public Works Department will perform a detailed drainage <br />review when the land development permit for this project area <br />is submitted. In accordance with PD requirements, project <br />construction cannot commence until the land development permit <br />is issued. <br />8. Utilities: The project will receive water and sewer service <br />from the County Department of Utility Services. These utility <br />provisions have been approved by the Environmental, Health <br />Department and County Department of Utility Services. <br />9. Dedications & Improvements: The proposed 48.88 acre addition <br />borders 1st Avenue S.E. and 21st Street S.W. *The project's <br />21st Street S.W. frontage is a paved two-lane road within a <br />35' wide right-of-way, while 1st Avenue S.E. consists of one <br />paved lane (one-way street) within a half -width (351) right- <br />of-way. The developer is responsible for dedicating, without <br />compensation, the additional right-of-way (251) needed to <br />bring_ the right-of-way widths of both roads up to the local <br />road standard of 601. The right-of-way for these two streets <br />will need to be dedicated prior to or via the final plat. <br />If it is determined that the subject segments of 1st Avenue <br />S.E. must be improved from a one-way street to a two-way <br />street, then an additional lane of pavement will be needed. <br />If such paving is needed, then the developer will be <br />responsible for his fair share of paving 1st Avenue S.E. to <br />the county's two-way local road standards. .Under such <br />circumstances, the developer would need to escrow his fair <br />share for the additional paving of the street, as determined <br />by the Public Works Director, prior to issuance of a <br />certificate of occupancy (C.O.) and use of the golf course <br />improvements. <br />The Public Works Director is assessing the present condition <br />of 1st Avenue S.E. to determine if the existing one lane of <br />pavement can meet an acceptable standard for one-way <br />operation. In addition to the physical conditions, the Public <br />Works Director is also contacting residents along 1st Avenue <br />S.E. to determine if it is acceptable to the residents to keep <br />1st Avenue S.E. as a one-way street. If the Public Works <br />Director determines that the street can remain as a one-way <br />street as is, then no escrowing by the developer for future <br />paving would be required. <br />85 <br />BOOK 92 FADE 780 <br />July 19, 1994 <br />
