Staff feels that Kimley-Horn Associates can best perform the <br />proposed work because the survey data and drawings they are <br />preparing for the other project overlaps with the limits of the <br />County's proposed project. Also, timing is critical because the <br />FDOT is scheduled to resurface A1A from Castaway Cove to St. Lucie <br />County in the fall. <br />Under normal procedures the project would be subject to CCNA <br />procedures; however, if the County is to take advantage of these <br />unforeseen combination of circumstances outlined above it must act <br />immediately. The staff, therefore, recommends that the Board <br />determine that an emergency exists as contemplated under Section <br />287.055(3)F.S.. Further it should be noted that Kimley-Horn has <br />been found, in the past., under CCNA procedures to be a qualified <br />professional firm. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />Alternative No. 1 <br />Approve the attached Agreement between Kimley-Horn <br />Associates, Inc. and Indian River County in the amount of <br />$31,672. <br />Alternative No. 2 <br />Issue a request for proposal and select a firm to perform <br />the services in accordance with CCNA. This alternative <br />will delay project implementation and will, in all likely <br />hood, result in a higher cost. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that Alternative No. 1 be accepted, whereby the <br />attached Agreement is approved. Funding is from Account 101-152- <br />541-067.37. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />the agreement with Kimley-Horn Associates, Inc., in <br />the amount of $31,672, as set out in staffs <br />Alternative No. 1. <br />AGREEMENT <br />IS ON FILE IN THE OFFICE OF CLERK TO THE BOARD <br />EXTENSION OF 5TH STREET S.W.
